The Kaunas City Municipality and the State Land Planning and Construction Inspectorate should demand that the building be rebuilt, restored by restoration, restoring identical facades that make up the street pavement, according to the CRD report.
According to heritage conservationists, such works are possible by restoring the old part of the building, since authentic construction materials have been preserved that allow the construction technologies to be objectively determined, as well as measurements, investigations and historical plans.
“However, final decisions should be made only after an expert review has been conducted,” the report says.
This position was presented by CRD specialists during a meeting in the Kaunas city municipality this week.
“The special plan did not foresee the demolition of this building. According to the legislation regulating the protection of cultural heritage, that building must exist. It really needs to be rebuilt,” said Andrius Liak, Chief Specialist of the Kaunas Division of the CRD.
The State Inspectorate for Territorial Planning and Construction must issue an order to restore the part of the house of Petras Ruseckas (1883-1945), a former bookseller, participant in the struggle for independence, writer and journalist, which was demolished in Žaliakalnis.
“To do this, we need to reach a conclusion on the protection of the heritage, if it is possible to restore it. If possible, we will sign an instruction to rebuild it. We send the query to both the Department of Cultural Heritage and the Municipality of the city of Kaunas” said Edmundas Danilevičius, Head of the First Division of Construction Supervision of the Department of Construction Supervision of the State of Central Lithuania.
According to him, the law usually gives six months to comply with the order of the inspectors, and this period can be extended to three months.
“If it is not possible, then we go to court and the court makes a decision,” explained E. Danilevičius.
The building is not registered, but it is protected.

The building’s owner, Artūras Dankovskis, told the Kaunas media that the house was not listed on the register of protected cultural values, so he did not need a permit to demolish it.
“If the building is not protected by heritage and it is a single independent building, you do not need any of our documents, not a building permit or a project,” a representative of the Construction Inspectorate told BNS.
Heritage conservationists acknowledge that the house at Perkūno Alley 11 is not listed on the Register of Cultural Heritage, but emphasize that the area where this village is located is a cultural heritage site protected by the Kaunas City Municipality.
According to the CRD, in 2012 the municipal council approved the special plan for the 1st Žaliakalnis Cultural Reserve of the municipality of the city of Kaunas. All this reserve is registered in the Register of Cultural Heritage.
In the solutions of the special plan, villa Perkūno al. 11 is marked as belonging to one of the highest cultural categories, the fourth. This category includes authentic historical buildings of urban and architectural value.
In this category of buildings, it is forbidden to destroy the remaining authentic elements, increase the volumes of the building, change the authentic architectural expression, only conservation, restoration and adaptation works are allowed ”, stressed the CRD.
According to heritage conservationists, the ancient village of P. Ruseckas is a valuable feature of the area: a building representing the Kaunas school of modernism, forming a uniqueness.

According to E.Danilevičius, the demolition of the building has been stopped indefinitely, until further instructions are given.
According to Saulius Rimas, head of the Department of Cultural Heritage of the Kaunas City Municipality, the municipality’s lawyers are currently analyzing the available documents and the possibilities of what measures should be taken.

According to the CRD, half of the building was demolished and some valuable authentic interwar details were destroyed: doors, windows, radiators.
“Determination of the amount of damage and its recovery will be decided by CRD’s attorneys,” the department said in a statement.
Specialists from the Kaunas branch of the CRD are also considering listing the ancient village of P. Ruseckas in the Register of Cultural Heritage.

There are doubts about how far the building has survived, if the remaining part can be included in the register of cultural values or if it no longer complies with the requirements for a cultural heritage object, ”said A.
