“I myself have repeatedly encountered poor quality legislation. Already in the first 12 days of my term, I vetoed three amendments to the law. Despite my team’s efforts to find a common language with members of the Seimas, this extreme measure had to be used more than once afterwards, ”said the President.
The head of state stated that he returned most of the vetoed laws to the Seimas “not for reasons of principle, but simply because they did not meet the quality requirements of the legislation.”
“The problem of poor quality legislation has long been the hunger of all observers of Lithuanian political life. It has become a kind of political and legal fad to blame the Seimas, the Government and individual ministers for the abundance. of legal acts adopted and modified, ”said the President in a speech distributed by the Presidency.

Nausėda also criticized the parliament that, despite the official constitutional doctrine formed by the Constitutional Court, the “flawed” tradition “of resolving especially important issues in the Seimas with urgency or extreme urgency has not yet been completely interrupted, which that prevents a balanced and rational decision. “
“Until now, there have been far fewer decisions or at least efforts to significantly improve the quality of the Lithuanian legislative process than empty rhetoric. It is obvious that the necessary changes require strong political will, but it manifests itself slowly and unevenly in different authorities.” said the head of state in his speech.
He also noted that impact evaluations of bills are often carried out formally or not.
“A formalistic approach is becoming a cover for legislation that is not harmonized in a transparent way and serves narrow interests. We continue to see cases where laws are passed or modified according to a specific case, person and logic of the electoral campaign, in a hasty way, not only without arguing with interested groups in society, but also limiting their ability to react, ”said G. Nausėda.
“A related trend is the special legislative activity of our parliament. We are exceptional across Europe, but we can hardly be happy and proud of that. Every term, the Seimas adopts more and more laws and other legal acts, which does not really improve its quality ”, said the President.
