The problem that makes Tarandė residents tire of asking for attention arose when the last branch of the Vilnius Western Ring Road was completed four years ago. Then, as the community says, the people of Tarande with their problems were pushed aside.
On Wednesday evening, the people of Tarandė decided to conduct a peaceful campaign “Let’s Drive for Safe Tarandė” and draw public attention to this problem. The assembled column of almost 100 cars passed the section of the Vilnius Western Ring Road to the turnoff to Tarandė on Ukmergė Street.
“We understand that we live in a state governed by the rule of law, that it takes time to take every step. But we do not understand how only one of the parties to the tripartite agreement has managed to take some steps in a year. And we fear that three years will not be enough to implement the plan. Here, an urgent solution is needed, ”said Renata Gelažauskienė, President of the Bendruomenė Association of Tarandės.
According to the woman, when the Western Bypass branch was completed in 2016, no one began to fix the problems that arose because to get from Vilnius to Tarandė you had to turn around at the Ukmergė highway roundabout.
“It just came to our knowledge then the waterbecause everyone says, “oh, how dangerous it is for you.” And we do not seek blame, we want an urgent solution. After all, this is not just Tarande’s problem, the change is used by other residents as well. I would say one in four to five cars is not Tarandian. We have been waiting four years, we cannot wait another four years, ”said R. Gelažauskienė.
According to her, a tripartite agreement was signed last year between the city of Vilnius, the municipalities of the Vilnius district and the Lithuanian Highway Administration. However, after a year, only the Vilnius Municipality was able to prepare a detailed plan and start the land acquisition procedures. The transformation is scheduled to be implemented in 2024, but when procedures are delayed in this way, according to R. Gelažauskienė, he is anxious that that time will not be enough.
“It just came to our knowledge then. Here we bury people every year, and we don’t even count the little accidents,” said the woman, who said that initially the people of Tarandė wanted to join a live chain and show their hands with their hands. magnitude of the problem that they have to overcome every day.
Four projects will be implemented
As Aušra Ramoškaitė, Head of Communication of the Lithuanian Highway Administration (LADK) commented on Delfi, on 27 September last year a tripartite cooperation agreement was signed. Under this agreement, a tunnel crossing will be installed on the A2 Vilnius – Panevėžys section of the state highway from 9,276 km to 10,238 km, the design and construction of connecting roads and pedestrian overpasses will be carried out.
Under this contract, four projects related to the reconstruction of the transportation hub will be carried out.
LAKD will carry out the new construction of the 10,127 km traffic junction under the A2 Vilnius – Panevėžys highway and the A2 Vilnius – Panevėžys highway from Nesvyžiaus street. 9,276 km to the tunnel viaduct entrance 9,912 km reconstruction, as well as new construction of the pedestrian viaduct A2 Vilnius – Panevėžys 9,276 km.
The Vilnius City Municipality will carry out the new construction of the connecting road near the main state road A2 Vilnius – Panevėžys section from 9,284 km to 9,856 km.
The Vilnius District Municipality will conduct Avižieniai sen. Village of Bukiškis Nesvyžiaus st. reconstruction.
According to the cooperation agreement, the joint completion of the four projects is scheduled for 2024. end.
Looking for ways to advance decisions
As A. Ramoškaitė told Delfi, in early September this year, LAKD organized a meeting where, together with the Vilnius municipality, they agreed to look for ways to speed up the implementation of the projects.
“Depending on the situation, LAKD will initiate a contract for the tunnel crossing at the end of this year. The municipality, for its part, must expedite the preparation of the detailed plan and the rescue of the parcels by preparing a technical project in parallel. municipalities such as the planned objects of the LACD must begin to function simultaneously ”, said the interlocutor.
He emphasized that the successful implementation of the project requires the cooperation of all partners and the implementation of all necessary parts in a timely manner, because without this it will not be possible to complete the project.
“In this case, if the municipality did not install the connecting roads, the Southeast Lithuanian Highway Administration could not guarantee the operation of the tunnel crossing design and traffic safety,” said A. Ramoškaitė.
