More than 60 Belarusian information technology (IT) companies are interested in the possibilities of relocating to Lithuania, but so far cannot do so due to legal obstacles, says Mantas Katinas, director of the state agency Invest in Lithuania.
We also have more than 60 companies in Lithuania (and their number is growing every day), interested in investing in Lithuania. About 30 are large, with more than 100 employees, technologically advanced and recognized worldwide (…). About 1,600 employees, plus families. If we assume that there are at least two people in the family, we will have at least 2-3 thousand people who will consider moving to Lithuania, said M. Katinas at the government meeting last week.
According to him, due to the crisis in Belarus, the country’s IT companies are asking all neighbors to relocate their businesses. The possibility of relocating Lithuania faces several difficulties.
Offer 5 solutions
Mr. Katinas presented the Cabinet of Ministers with five key proposals that would facilitate their plans.
It is proposed to allow an employer to validate an employee’s qualifications when paid less than 1.5 times the average salary, waiving the current five-year professional experience requirement and the decision of the Employment Service.
Also invest in the Lithuanian silo to enable the receipt of necessary biometric documents and data in Belarus, in the original language.
Also underway is the introduction of a new framework for the entry of IT professionals, marketers, managers, administrators and other professionals, as well as family members. Suddenly, the public emphasizes that currently there is no procedure that allows the relocation of companies with workers, since the migration possibilities of each of them are now evaluated separately.
It is suggested that Lithuania not apply the requirement of two years of residence in Lithuania for employees to be able to invite family members.
Another attempt to facilitate coronavirus detection procedures is to allow Belarusians arriving in Lithuania to take the COVID-19 test in Lithuania or at least at a mobile border checkpoint.
Attention is drawn to the fact that if there is an increase in interest, the current resources to provide counseling to those arriving in Lithuania that I choose may not be sufficient, so more counselors should be recruited, also in the Department of Migration and the Lithuanian Embassy in Belarus.
Invest in Lithuania encourages the creation of conditions and the arrival of employees’ children to study in the country’s schools, as well as the provision of silos up to 200 thousand. Euro grants to large companies to cover relocation costs, including coronavirus testing of workers.
According to Katin, relocation is particularly hampered by lengthy procedures for opening accounts and obtaining financial services, as banks require a document from an official Belarusian institution.
Inter-institutional cooperation is necessary to seek, together with the private banks and the Bank of Lithuania, the possibility of having a secure process, but still adapting to the current situation, when no one in Belarus will easily find an apostle in state institutions, M emphasized. Katinas.
The biggest difficulties in opening an account
The Minister of Economy and Innovation, Rimantas Sinkeviius, stated that so far the Law on the Prevention of Money Laundering and Terrorism Financing does not provide for the possibility for third-country nationals to open an account in the absence of physicists in Lithuania. Prime Minister Saulius Skvernelis
A bet change is required and attempts will be made to reconcile and deliver this change in session. Until there is such a change, I do not see another legal way to open an account. When the account is not opened, it is not possible to register the company, when it is not available, it is not possible to invite companies in the case of Belarus, and the relocation of the company is stopped by our neighbors to the south and north, R. Sinkeviius .
At that time, the Ministry of Finance was convinced that there was no need to change the law.
The FNTT, the Ministry of the Interior, the Bank of Lithuania and the Association of Banks must sit at a table. Because everything depends on whether the FNTT does not start a case for everyone, everything depends on it. This is the Interior Minister, everything is at his disposal to organize a meeting to solve the problem, urged Finance Minister Vilius apoka.
Interior Minister Rita Tamaunien says the legislation provides for the possibility of opening an account not only with credit, but also with electronic money institutions.
Maybe that bd is also worth thinking about, he says.
According to her, as of this week, highly qualified foreigners can already submit temporary residency applications remotely, and it is no longer necessary to submit biometric data in advance. The same is considered for family members or other employees who do not have a high professional qualification.
According to R. Tamauniens, the aforementioned problem of company relocation does not arise if employees move to a company established in Lithuania. It also says that a guarantee from the employer or Invest in Lithuania that the employee meets the high qualification requirements is sufficient at this time, even if the employee does not have a higher education diploma, and a tolerance period may apply for such documents can be submitted in a longer period.
