The dream is independence
Irena (last name known to the editorial board) lives in a standard apartment building in one of the capital’s districts until her father’s death. However, only one woman who could move around in a wheelchair decided to change her house to a more comfortable one: on the ground floor, in a newly built house in the Lazdynėlių namai 2 neighborhood.
When we first spoke to Irena, she said she wanted independence, which is why parking was so important to her, even though she wasn’t driving herself. “When I bought, they assured me that there would be such a place, because otherwise the Vilnius municipality would not approve the project. I moved in April, the house was 80 percent delivered. I wrote a request to the builders not to forget to mark a handicap spot on the site. But, as it turned out, all the places have been sold, there is nowhere to mark “, – last December 15 minutes Irena said.
Then the builders loved that Irena was wrong: “Our company, UAB Grand House LT, is the builder of the D building in Lazdynėlių namai. We would like to mention that there is a parking space for the disabled. The works are not finished yet, we plan to complete them in the near future, then a parking place for the disabled will be installed ”.

The place appeared and … disappeared
The words remained the same. There was no disabled parking space near Irena’s house. The woman even wrote a request for the municipality to provide her with such a place on the territory of the city, outside the land of the house, but the concern of the municipality for the disabled in this case did not turn into anything tangible either.
However, after a while, speaking in public, the woman caught up with her, under her windows, in a very convenient place for the disabled, finally a sign was put up that a car that Irena would use could be parked here. The woman rejoiced at not expecting such success, thanked everyone for their concern, and finally took a deep breath.

As soon became clear, too soon. Very little time had passed and neither the woman’s grandson nor the social taxi could stop at that place marked with a disability sign, because a car was constantly parked there. Irena decided to fight, so she reported to the police, and found a record in a group on social media.
Here a really unpleasant surprise awaited them.
“After that recording, I received a call from a neighbor, she was outraged that I called the police and publicly wrote that someone was illegally occupying a parking lot, even though that place belonged to her. She also sent me a fragment of the purchase contract for her apartment and parking space, which establishes ownership of the parking space from the date the contract is signed. So, it turns out that it is true that the place was sold for a longer time, I just don’t understand why they built a sign giving priority to the disabled there ”, Irena consoled.
After the recording, I received a call from a neighbor, she was outraged that I called the police and wrote in public that someone was occupying a parking lot, even though that space belonged to her.
She was very angry with the neighbor, because she demanded that Irena also hand over documents that the place belongs to her, so she calls the police and so on. “It’s like I put the poster there myself,” Irena said. She claims that the builders no longer respond to her letters.

Proposed to write an application
The woman was waiting for help from the Vilnius City Municipality. She applied once, without receiving any news in a month, again. This time she received the answer: it was signed by the head of the Municipal Road Safety Subdivision: “You can request in writing to the Municipality the installation of a place for the disabled. Send the request to [email protected] “.
Irena says that she does not understand why the municipality is so aware of her problem; after all, you have already written the request, but you will have to repeat everything again.

As it is not a territory managed by the municipality, the residents should help solve this problem only by the builder ”, the municipality commented.
The municipality has also added a diagram showing that there is a parking space for the disabled.

The builders of the house, UAB Grand House LT, were unable to answer the questions in 15 minutes in a few days. A company employee promised to do so on Thursday, but received no response on Friday.
