Virginijus Kulikauskas, head of the Department of Prisons, stated that the investigation began on September 10 “after receiving certain information that the seizure and accounting of items prohibited from convicted persons is not properly controlled and organized in the institution.”
“After evaluating the events of last year and this new official inspection, the decision was made to temporarily remove, pending official inspection, the director of this institution, his operations deputy and the head of the Security Management Division” said V. Kulikauskas.
Jurgas Mickienė, Chief of the Immunity Division of the Department of Prisons, has been appointed to head the temporary institution.
According to V. Kulikauskas, the Criminal Intelligence Board has also launched a pre-trial investigation into possible abuse, improper performance of duties, and illegal disposal of narcotic drugs and psychotropic substances.
As you know, on Sunday, August 30, at approximately 4 pm In the Kaišiadorys district, Pravieniškės town, the convicted Jevgenijus Sotikovas, born in 1982, escaped from the pedestrian courtyard of the Prison Hospital, detaching himself from a wall.

“As I say, the order was not properly organized and controlled. It is obvious that they are sufficient, but they were not observed,” V. Kulikauskas said at a press conference on Friday.
The current investigation is being organized by the Vilnius Regional Prosecutor’s Office.
V. Kulikauskas did not rule out that during the official inspection, the investigation could be expanded to include more people.
The Department of Prisons is also conducting another official investigation into the actions of the institution’s management when Jevgenijus Sotikovas, convicted of murder and illegal possession of drugs, fled the Prisoniškės prison hospital on 30 August.
V. Kulikauskas says that the new official inspection began after evaluating this case, seeing “possible more serious systemic violations.”
Officials dismissed until the investigation, which can take up to two months.
R.ŠIlobritas directs the Penitentiary Hospital since January 2019, working in the internal service for almost three decades. Bartnink has also held the position since January last year and has worked in domestic service for nearly two decades. V.
