Panevėžys County Police announced that on Wednesday they had received a report from the Human Rights Office about inadequate care of people living there in nursing homes in Rokiškis district.
The officials launched a pre-trial investigation into the illegal deprivation of liberty under article 146 of the Penal Code.
This crime is punishable by a fine, arrest or imprisonment of up to 3 years.

When asked about the investigation launched by the police, Gintaras Girštautas, the director of the Scheme Care Home, emphasized that it was still being clarified whether a rape had been committed.

According to him, it is no secret that the patient was so isolated. The conditions in which he was held were also seen by his carer, who had come to visit the patient.
“That person is really not at our level, we cannot give him the help he needs. He is in a stable state, not aggravated. He broke a room, broke bathrooms, walls, residents in danger of extinction. He is a complicated patient,” he explained director.
When asked why the nursing home accepts a person they cannot cope with, G. Girštautas said they have no other choice.
“We do not accept anything, we receive a referral from the Department of Disability Affairs, to which the municipality applies. The agency also launched its own internal investigation into a possible labor discipline violation, later adding that it would attempt to abandon its supervision. “Now we will discuss with the guardian that we cannot supervise and terminate the contract.”
He assured that the incident also led to the opening of an internal investigation to the institution for possible infraction of labor discipline.
“We will talk to the responsible employee, she is currently on vacation,” he said.
When asked if he himself knew the conditions under which he considered himself a ward, the director answered in the negative.
“I was on that floor, there is a repair going on. It’s bad that I didn’t go to evaluate all the rooms,” he said.
“I have to admit that the controllers also take photos and show everyone that I would not do it to the patient,” he added.
