On Thursday night, a search for the missing dog led Kretinga residents to garages where breeding quadrupeds were kept in dire condition on metal travel stalls. Gabrielė Petkuvienė, chief specialist of the Communications Division of the Attorney General’s Office, says that a Kretinga resident who became a suspect on Tuesday after interrogation is charged under two articles of the Penal Code.
“The suspect has been charged in accordance with article 310 (1) and article 202 (1) of the Penal Code. At present, accusations have been made against one person, only one woman, ”says G. Petkuvienė.
In accordance with subsection 1 of article 310 of the Penal Code, it is provided that whoever has cruelly treated an animal has tortured it, if the animal has died or has been mutilated as a result, it will be punished with public works or a fine or arrest or imprisonment for up to one year. According to another suspicion foreseen in article 202 of the Penal Code, the accused is charged with illegal economic, commercial, financial or professional activity. The first paragraph establishes that any person who engages in economic, commercial, financial or professional activities without a license (permit) for the activity for which it is required, or in any other illegal way, will be sanctioned with public works or a fine or restriction of freedom, or imprisonment for up to four years.
More than once, a woman who has been administratively sanctioned has recovered her pets in the past, even after the fines were imposed, but now representatives of many services doubt that history will repeat itself. Furthermore, contracted dog breeders almost always claim that in the event of unsuitable conditions, they have the right to unilaterally terminate the contract and take back improperly supervised dogs. How many of those contracts, the police are still checking. According to Delfi, the dogs found in the woman were brought not only from Lithuania, but also from Latvian and Belarusian breeders.
During the investigation, the situation regarding the complaints made and the number of suspects may still change.
Delfi recalls that the events began to unfold on Thursday night, when a woman who lived in Kretinga missed her pet Snow. A woman looking for a puppy in the neighborhood with family friends found a garage where she found her alleged stolen pet. The animals were kept in harsh conditions here, tied up in metal cages stacked on top of one another, so even four-legged people didn’t get a chance to stand normally in those cages.
It is believed that the surrounding members of the Padvariai community were unaware of the illegal animal husbandry because the dogs were not guided. Also, several dogs were running in the aviary near the garage field, so even if the barking was enclosed in cages, people might have thought that the barking emanated from the visible aviary.
The woman who looked after part of the kennel tried to hide it, but the breeder, who was looking for a dog, was able to prevent it. People who were actively involved in the search detained the suspect and took care of several dogs that are currently safe.
The SFVS received more than 250 reports of violations of housing conditions and 12 investigations were initiated
On Tuesday, September 8, the State Food and Veterinary Service (SFVS) received more than 250 reports of violations related to animal housing conditions, violations of animal protection and welfare requirements, illegal animal husbandry.
Twelve investigations have been launched since last Thursday and officials continue to verify the information received.
Currently, according to the collected data, the research is carried out in 9 regions of the country: Alytus, Kaunas, Kėdainiai, Panevėžys, Tauragė, Telšiai, Šiauliai, Širvintos and Kretinga districts.
The SFVS also evaluates any reports received from citizens about potentially inappropriate animal care. Most of the calls and notifications were received from the Kretinga district (more than 190), as well as from Širvintos, Kėdainiai and other parts of the country.
According to SFVS, 142 dogs and 3 cats have been removed from various potentially illegal animal husbandry centers in the country and transferred to animal care institutions since late last week.
