However, the courts were on the VPN’s side. On August 12, the Supreme Administrative Court of Lithuania (SACL) declared that the VPT’s decision remains valid. The court eventually rejected the management’s request to suspend it. The case will continue to be considered on the merits.
“The plaintiff referred only to the general allegations about the consequences for him, but did not provide any evidence to support the real threat that he would suffer losses and that he would suffer significant financial damage,” the SACL ruled.

The central procurement portal announces that the management has already closed the tender twice this year. The first time, in February, after receiving complaints from two suppliers and deciding to adjust the minimum criteria for qualifying and evaluating tenders, and the second in April, due to the excessive price offered. The latter was attended by the only participant, the Latvian company BMGS. It is likely that she also participated in the third competition.
According to management, VPN’s decision hampers the tender and the EU-funded project to revive maritime transport in the Nemunas. V. Vinokurov has previously said that this is a great and very useful project for Lithuania, and that the division of works is inefficient.
According to him, due to lack of funds and technical capacity in the Kaunas-Klaipėda waterway, shoals were formed, so it was sought who would design and install bunas in the Nemunas, “tongues” created from natural materials and gravel.
