August 3 The letter from Mickiewicz Kapsukas written in 2006 clearly shows how Russia and its former deputy in the occupied part of Lithuania really evaluated this agreement: in preparation for further fun and propaganda struggle against the state. Lithuanian, despite famine and poverty in Bolshevik Russia, huge funds are allocated for such matters. The letter was written by the weakened Red Army withdrawing from its occupied Vilnius (the Red Army invaded Vilnius on January 5, 1919), the author of the letter Vincas Mickevičius – Kapsukas – the first in 1919. Prime Minister of the Socialist Republic of Litbel (occupied part of Lithuania and Belarus), which existed during the first half of the year.

The Lithuania mentioned in the letter is a free part of the Republic of Lithuania, the municipal Duma, the city council, the Lithuanians, citizens of the Republic of Lithuania, four languages, four official languages ​​of Litbel: Lithuanian, Polish, Russian and Jewish.

The letter was found by Daiva Vilkelytė, a specialist at the Lithuanian Genocide and Resistance Research Center.

Then the circumstances arose that we have to leave Vilnius again and go to underground work here. The work is expanding. The mood among the Lithuanian soldiers is very favorable for us. But they are scattered across the country, making it difficult to function. Lithuanian white workers are also on our side, but also dispersed. According to our list, 13 people / out of 50 / were included in the Kaunas Municipality Duma elections. Workers are ready to quit, but cannot play a decisive role. However, we are relentlessly doing preparatory work between soldiers and workers.

Vilnius speculators, of course, await the appearance of the Baltic Lithuanians. Urban poverty too. But a significant part of the workers support us even as they starve. We do our best to organize strong unions and, through our economic policies, to at least partially repair what has been damaged by various trophies and accounting commissions. Unfortunately, only now can we begin to share any portion of food.

In the villages where our main pillar is located, most of the workers and peasants are firmly on our side, even in the backward province of Vilnius. We carry out our work there, organize village, Soviet and rural Soviet unions, colt committees and transfer the land from the landowners to their care. Along with the Baltic Lithuanians, the owners return – this is the best stir for our benefit.

In general, our work is now very intense. We publish party diaries every day in 4 languages. We will send you samples. We found the newspaper, we tried to use it for our propaganda, despite the protests of the Lithuanians. We publish many pages, the distribution among the Lithuanian soldiers is very successful.
