According to the draft amendment to the Diplomatic Service Law registered by the Ministry of Foreign Affairs, a person with diplomatic rank would be entitled to a basic monthly salary of 2 official lifetime salaries.
“It is proposed to establish the same amount of annuity for all: 2 basic salaries per month, taking into account that this amount is more or less the average of the allocations received by diplomats for all posts for diplomatic ranks after taxes,” he says. the explanatory note of the document.
According to the project, the Ministry of Foreign Relations would assign and pay the rent on a monthly basis against credits from the state budget approved by the Government or an institution authorized by it. An annuity would not be awarded to a person, and would not be paid free of charge when there is at least one of the following circumstances: he or she has lost citizenship of the Republic of Lithuania; you have been convicted of an intentional crime by a sentence that has the force of res judicata; he will be deprived of his diplomatic rank. In addition, a diplomat could not receive an annuity if he receives a state pension or other pension-type benefit from the state budget (from the date of the decision to grant a state pension or other pension-type benefit from the state budget); you receive a pension of any kind from an international or European Union or foreign state institution; You will be paid a supplement for diplomatic rank.
“To select and remain in the diplomatic service, thus ensuring the accumulation of competencies and the preservation of institutional experience and memory, it is proposed to provide an annuity for diplomats who have retired from the diplomatic service and have served for 25 years or more It should be noted that from 2014 to 2019, 36 people have been recruited through competitions and 26 young diplomats have left the diplomatic service, and there is a tendency for young diplomats not to remain in the diplomatic service, which can lead to stagnation. in the diplomatic service and a reduction in the number of experienced personnel in the future. The objective is to establish a motivational mechanism not only to choose a diplomatic service, but also to remain in it until retirement, “says the explanatory note of the document.
The authors of the amendments point out that diplomats are legal public officials, but unlike other legal public officials, they do not receive any additional guarantees when they retire from the diplomatic service (the diplomatic service is the only legal service not included in the state plan for pensions).
“The project proposes to guarantee, at least in part, the equality of legal public officials and the scope of guarantees for diplomats as public officials in retirement, taking into account the specificities of the service, such as the mandatory rotation of foreigners, who determines the status of spouses and family members. The uncertainty of the social and living environment, the conditions of work and study, the breakdown of social ties, etc., and disobedience to the Minister’s appointment order can be a reason to terminate the diplomatic service contract, ”say the authors of the project.
The draft amendment to the law on rent for diplomats angered the member of the Social Democrat Seimas Algirdas Sysas.
“Is this acceptable? The ministry aims to ensure that diplomats who receive a really substantial income and not the lowest pensions are covered by social security, and that all taxpayers pay an annuity. Nothing new: the projects of various privileges change silently during the summer respite, as the elections approach, and now under the protection of the coronavirus. And this is done with the blessing of the Government, which is constantly talking about reducing social inequality, social dialogue, transparent and clear solutions, “says A. Sysas, a member of the Seimas Social Democratic Party faction.
In his opinion, diplomats “want to create exclusive privileges at the expense of other Lithuanian citizens.”
“It is also curious that we want to legitimize the requirement that the Ministry’s Chancellor have the rank of diplomat.” Is this rank really necessary for the Chancellor of the Ministry, who deals with the financial affairs of the Ministry? What kind of diplomacy from the economy? Meanwhile, the ministry leadership, without worrying about social dialogue, continues to fight the union. Instead of inviting them to social dialogue and listening to their suggestions, the ministry is verifying their credentials, “says A. Sysas.
According to the Seimas member, employees of the Foreign Ministry and the union have no reason why diplomats in Lithuania should not rely on education or consistent professional aspirations, but “often along the lines of party or personal acquaintances .
The draft amendment to the Diplomatic Service Law was prepared by the Minister of Foreign Affairs in 2019. June 28 A working group was created by order.
