Say you got a ticket for not driving

This week started frustratingly for Edgar. According to him, a bunny caught without a ticket on a Vilnius bus on Sunday showed up on his behalf, indicated his date of birth, so the fine was imposed on Edgar.

“I was faced with such an incomprehensible thing, as it is possible that someone else caught on the bus by a driver without a ticket could be fined in my name by dictating my name and date of birth without having my ID.” How controllers work with disgust and create so many unnecessary problems for an innocent person, ”Edgar complained.

This is the second time this year, the first was in Kaunas in May, but after contacting the Passenger Control Administration and submitting documents proving that I was not in Lithuania at the time, everything was resolved.

When asked who could have treated him like this, Edgar did not hide his knowledge: that he was his older brother, with whom the man had not had any contact for a long time and, therefore, did not know the reasons for such treatment.

“This is the second time this year, the first was in Kaunas in May, but after contacting the Passenger Control Administration and submitting documents proving that I was not in Lithuania at the time, everything was resolved. That situation is the same now. Only the administration in Vilnius does not speak for the fine imposed on my behalf to be canceled and transferred to my brother.

I don’t understand one thing: how do they identify without any document? After all, now he uses my personal data without my knowledge, ”Edgar was outraged.

No evidence was provided

In Vilnius public transport, passenger control is carried out by the Public Transport Control Division of the municipal company “Communications Services”. Commenting on the situation, Miglė Bielinytė, the communication manager of this company, stated that when a violation is recorded, the person’s identity is always verified.

“The general procedure is that if the public transport controller detects a violation, he is asked to present an identity document: an identification card or a passport. According to the information provided in it, the controllers connect to the Registry of Administrative Offenses (ANR) and verify the identity of the person and prepare a protocol of administrative misconduct. If the person does not have the document, then the ANR connects according to the name and surname indicated by the person.

A report of the person’s administrative misconduct was prepared, who then requested that his brother not drive. However, no supporting evidence was provided.

The ANR collects all the data provided in the population registry. Public transport controllers use this system both for the identification of a person and for the preparation of a protocol: a comparable photo, residence address, if necessary, the person is also asked certain clarification questions based on the information provided by ANR. The authentication procedure is filmed, so videos can always be viewed when in doubt. Those cases, when the identity is established incorrectly, occur very rarely; these are exceptional situations, ”said M. Bielinytė.

This situation, which Edgar says, seems a little different for “Communications Services” employees. First of all, due to Edgar’s unwillingness to discover everything correctly.

“Speaking specifically about this situation, an administrative misconduct protocol was developed for the person, then requested that his brother not drive on his own.” However, no supporting evidence was provided, so we offered to view the available documents, the video. The person did not agree to provide additional information that, for example, was not in Lithuania at the time, nor did they become familiar with the footage, therefore we had no real reason to doubt that this person was driving in that moment, “said the comment. 15 minutes M.
