The road network of the state of Lithuania is equipped with 70 instantaneous speedometers (MGM), which record the speed of vehicles traveling in both directions, verify the validity of technical inspection, civil liability insurance, payment of the fee road user.
According to Remigijus Lipkevičius, director of the Lithuanian Southeast Highway Administration, the aim of the speedometer network is not to punish. The most important objective is to ensure traffic safety by reducing the number of serious traffic accidents, to encourage drivers to behave responsibly on the road and to drive at the permitted speed.
MGMs are generally installed in areas where there is an increased risk of injury to vulnerable road users, such as settlements near schools, crossings or intersections, educational establishments, religious gatherings, dangerous intersections, pedestrian crossings and other relevant objects where it is there are likely to be pedestrians and regular road crossings. and / or cyclical flows. MGMs are installed according to the following criteria: type of settlement, development of the territory, formal education institutions, traffic intensity, existing speed control measures, and event statistics. These devices force drivers to stop in a certain place and reduce the risk of an accident.
In addition to the 70 MGMs mentioned above, 50 (25 sections) are currently operating on Lithuanian national roads and average speed measurement systems (VGMS) are being installed. According to the agreements currently being implemented by the Lithuanian Highway Administration of the state company, a further 106 sections of VGMS (ie 212 devices) should be gradually installed.

Speedometers on state roads are installed according to the methodologies for determining the order of installation of VGM and MGM speedometers prepared by the Lithuanian State Highway Administration. The priorities for the future location of the meters are determined based on the criteria described in the methodologies, of which the average annual traffic intensity and the number of traffic accidents have the greatest influence, among other criteria provided in the methodology. The priority lines of VGM and MGM consist of those sections of state highways selected in accordance with established criteria, where from the point of view of road safety it would be more convenient to implement speed control systems.
Exceeding the speed limit is one of the main causes of serious traffic accidents. According to preliminary data, about 70 percent. Traffic accidents occur due to speeding. Road safety prevention measures are systematically and comprehensively implemented together with the Lithuanian Highway Police Service, the Lithuanian Transport Safety Administration and municipalities.
