The Incheon Western Police Department announced that it had arrested Mr. A (38) on charges of dangerous driving and fleeing vehicles under the Weighted Penalties for Certain Offenses Act (Special Privileges Act). At the time of arrest, A’s blood alcohol concentration was 0.171%, which was the number of license cancellations. It was found that Mr. A had a history of drunk driving in the past.
The police applied for an arrest warrant applying the so-called ‘Yooon Chang-ho Law’ to Mr. A. The Yoon Chang-ho Law combines the revised Special Offers Law, which strengthens the punishment for drunk driving accidents, and the revised Road Traffic Law, which reinforces the standards for the suspension and cancellation of driver’s licenses.
In a police investigation, Mr. A stated: “I was drunk and I cannot remember (the situation at the time of the crime)” and “I did not escape after the accident, but I moved the vehicle to the shoulder.”
