The integrity of the metropolitan city of Gwangju has fallen to the lowest level in the country. They were the only 17 metropolitan governments that received the lowest grade of grade 5 in the integrity survey of the National Human Rights Commission.
On the 9th, the National Rights Commission announced the results of the integrity survey of 580 national administrative agencies, local governments and public institutions. This reflects a survey of the public (external integrity level) that experienced agency administrative services and internal staff, experts and business officials (internal integrity level), etc., and the status of incidents of corruption.
‘As a result of the integrity assessment of public institutions in 2020, the comprehensive integrity of Gwangju City obtained the same fifth grade as last year. Comprehensive integrity is rated from grades 1 to 5, with only Gwangju City receiving the lowest grade 5 out of 17 metropolitan cities and provinces.
Gwangju City’s external integrity is 4th grade as last year, and internal integrity is 4th grade, 1st grade higher than last year. The degree of external integrity is evaluated by the public official and the degree of internal integrity is evaluated by the affiliated public official. It appears that last year’s trial on suspicion of preferential treatment for special private park projects has negatively affected the degree of integrity.
Jeonnam-do Integrity was selected as an excellent institution with the second degree of comprehensive integrity last year, but this year it registered a fourth degree. It jumped to the top in the evaluation last year and then came back to the end after a year.
In the case of the city-level assessment between the Gwangju and Jeonnam basic local governments, they received 2nd grade in Mokpo, 3rd grade in Naju, 4th grade in Yeosu, and 5th grade in Suncheon.
Among county-level local governments, the second grade was evaluated by Boseong, Jindo, Haenam, Gurye and Damyang-gun in Jeollanam-do, the third grade was Gokseong, Yeongam, Jangseong, Hwasun-gun and the fourth grade was Gangjin , Muan, Yeongwang, Wando, Jangheung and Hampyeongheung. Goheung-Shinan-gun were the shortest in fifth grade.
As for the old units, Gwangju Dong-gu and Buk-gu received the second grade, and Mines, South, and Seo-gu received the fourth grade. Like last year, the Gwangju-Jeonnam Provincial Offices of Education received 3 degrees of comprehensive integrity.
In the assessment of local public companies and investor / taxpayer organizations, Gwangju Metropolitan Rapid Transit Corporation received 2nd grade, Gwangju Urban Corporation 4th grade, and Jeonnam Development Corporation 5th grade.
The fact that the city of Gwangju and Jeollanam-do have taken a step back is seen as a phenomenon that is largely contrary to the local sentiment that points to a democratic and human rights city.
The general integrity of public institutions nationwide increased by 0.08 points compared to the previous year to 8.27 points, a fourth consecutive year.
An official of a civic group said: “Gwangju City and Jeonnam Province should establish discipline for public office and vigorously promote anti-corruption policies that meet the standard of citizens.”
