The KCTU announced on the 24th: “Tomorrow (25th), we will hold a general strike and all-out fight to stop the labor law reform and achieve ‘Tae-il Law 3’.” The KCTU predicted that between 150,000 and 200,000 workers would participate in the strike demonstration.

Initially, the KCTU planned to hold a general strike demonstration in front of the Yeouido National Assembly in Seoul. However, as the Seoul Metropolitan Government completely banned the gathering of 10 or more people due to social distancing, it was decided to hold small meetings simultaneously with fewer than 10 people in front of the district offices of the Democratic Party. After the 14th, it is the second ‘Split Rally’. However, considering the differences in quarantine rules for each local government, large-scale meetings may be held in some areas.

The KCTU side insisted that “we will fight in compliance with the reinforced quarantine guidelines related to the reproliferation of Corona 19.”

The government warned of a strong response in accordance with the law if the KCTU enforces a demonstration.

The cause of the strike presented by the KCTU is the interception of the draft law on the revision of the trade union law issued by the government to the National Assembly and the implementation of the three laws of Jeon Tae-il.

The amendment to the trade union law included contents such as expanding freedom of association, such as allowing the unemployed and laid-off to join the union to ratify the fundamental conventions of the International Labor Organization (ILO). The union, including the KCTU, is opposed to its failure to accept the amendment that reflects the demands of the business community, such as banning the occupation of facilities in the event of a strike. As in other foreign countries that have ratified the ILO Convention, the business community is protesting, calling for provisions allowing alternative work to be removed and punishing only employers for unfair labor practices.

The KCTU also calls for legislation to be enacted to enforce the Labor Standards Act in workplaces with fewer than five employees and to ensure the establishment of unions for special types of workers. It is the so-called Jeon Tae-il 3 method.

However, not many members are expected to participate in this general strike. Last year, the KCTU held two general strikes, but the participation rate was only 1%. An official from the Ministry of Employment and Labor said: “We hope that this year the poor response to the general strike of the KCTU will continue.
