The word “China” never appeared in all the comments at the first “Quad” summit of the US, Japan, India and Australia held on the 12th (local time).
It is a US-led advisory body that advocates for China’s controls in the Indo-Pacific, but not all of them have officially spoken to China. However, it is noted that in the private meeting the measures to pressure against China were honestly discussed.
At the quadruple summit that was held on video that day, US President Joe Biden emphasized that this is the first summit, and also emphasized that it is the first multilateral summit chaired as president.
“The free and open Indo-Pacific is essential for each of us in the future,” he emphasized.
“We are renewing our commitment to ensuring that our region is governed by international law, is committed to upholding universal values, and is free from coercion,” said President Biden. Although he did not mention China directly, he is interpreted as referring to China indirectly through the term “coercion”.
President Biden also emphasized the importance of the Quad as “a particularly important group because it is dedicated to practical solutions and specific results.”
Japanese Prime Minister Yoshihide Suga said: “I want to strongly promote our cooperation to achieve a free and open Indo-Pacific through cooperation among the four countries.”
He said: “We hope to make a visible and hand-in-hand contribution to peace, stability and prosperity in the region, including overcoming the new coronavirus infection (Corona 19).”
Prime Minister Suga even showed his friendship by friendly calling Biden’s name “Hey Joe” when everyone started talking.
Indian Prime Minister Narendra Modi also said: “Today’s summit shows that the Quad is entering adulthood,” he said. “Now it will be an important pillar for regional stability.”
“We will work closer than ever to promote a safe, stable and prosperous Indo-Pacific and common values,” he promised.
Australian Prime Minister Scott Morrison also emphasized Quad’s cooperation, saying: “It is the Indo-Pacific that will determine the fate of the world in the 21st century.”
China has never been mentioned in the comments of these two leaders, but it appears that the discussions after the closed-door meeting began will have focused on countermeasures against China.
A senior official in the Biden administration said in a conference call about the Quad Summit the day before: “I am sure there will be an open and open discussion about China’s role in the international arena.”
The White House discussed the response to Corona 19, climate change and economic cooperation in relation to the Quad Summit agenda, but did not officially mention the response to China. Based on cooperation with the alliance through the Quad Summit, it appears to be a strategy to cut off China’s influence seriously, but avoid superficial conflicts with China.
On the US side, Vice President Camela Harris, Secretary of State Tony Blincoln, White House National Security Advisor Jake Sullivan, and White House Corona 19 Coordinator Jeff Giants were present at the meeting to highlight the importance of the meeting.
