Parents were notified of the “care break” one day in advance and the emergency care request was completed within 10 minutes.
Big inconvenience for students and parents all over the world.
Care union “Second strike when consultation is insufficient”
On the 6th, 34.6% of care classes nationwide closed on the 6th, when primary school caregivers went on a general strike. Although it was a strike announced last month, the Ministry of Education did not propose a countermeasure, causing great inconvenience to students and parents.
According to the Ministry of Education, 4,902 (41.3%) of the total 11,895 people who participated in the strike were counted. Of the 5,998 elementary schools that operate care classes, 2,697 (44.9%) dedicated caregivers participated in the strike. Some schools responded by dividing students into dedicated caregivers who did not participate in the strike, but not a few places stopped taking care classes. Of the 12,211 child care classrooms across the country, 4,231 were suspended.
Most of the schools that stopped the care class waited for the countermeasures of the Ministry of Education, but they only hastily announced the suspension on the 5th, and the parents were busy preparing measures. Mr. A (32), a primary school parent from Hanam, Gyeonggi Province, said: “I heard the news of the suspension of the care class the previous afternoon, so I had a hard time taking a class.” At an elementary school in Yeongdeungpo-gu, Seoul, at 3:50 pm on the 5th, an online notice reads: “The care class is reduced from five to three classes, so take care of the family. I sent it to the parents and bought it. This is because they were only given 10 minutes to request emergency care. Father B, 38, criticized: “If you do not receive a short notice while working at the workplace, you will not be able to apply.”
There is criticism that the attitude of the Ministry of Education, which responded easily to the general strike that was announced, generated confusion. The ‘National Association of Non-Regular School Workers’, a union related to caregivers, announced a general strike on November 6 through a press conference on the 15th of last month. However, the Ministry of Education has not taken effective countermeasures, but has explained that “we will take care of the students in the classrooms where the teachers reside, or we will connect local centers to minimize the care gap.” However, teachers took the position that “it is impossible to replace caregivers”, and parents also protested because “they are anxious to leave their children in an external center that has not been verified”. Dedicated care workers were urged to stop legislative procedures that transfer authority to operate care to local governments and to convert full-time care staff to a full-time 8-hour system. The Solidarity Expenditure School plans to hold a second strike this month if the part requested by the dedicated caregivers is not discussed enough despite the first warning strike. This is a situation where a care strike can drag on. Other school catering chefs, who are non-regular workers, also announced a two-day general strike on the 19th and 20th of this month, which is expected to create inconvenience for students and parents.
