It was belatedly revealed that some departments in Seoul used organized clothing expenses to pay those in charge of on-site supervisory duties and purchased winter clothing etc. The results of the audit were limited to implementing “precautionary” measures, which are administrative measures.

According to the Seoul Metropolitan Government on the 15th, as a result of an audit conducted by the City Audit Committee last year, it was found that various Seoul officials had misused the clothing cost budget. It is a budget that can only be used when clothing is provided to field supervisors or those who need uniforms due to the nature of the job, and all department employees, including field workers, share with the purchase of winter clothing and hiking boots.

The Green City Office’s Mountain Local Resources Division purchased 11 hiking boots for 2.97 million won compared to the unit at the facility last year, and it was revealed that all employees in the department, including the field supervisor, they shared it. In the same year from the Security Management Division of the Urban Infrastructure Headquarters, 2.5 million won was spent on office management expenses to purchase 25 mountaineering pants. The department did not even leave a payment history of who divided the pants and how many pairs. At that time, there were only 12 employees in the security management department.

It was revealed that the budget officer of the Planning and Coordination Office, which is in charge of living in Seoul, also spent the budget to no avail. The budget officer spent 28.44 million won on office administration expenses for on-site inspections of major budget projects for three years from 2016 to 2018, and it was shared by all members of the department. It was found that the number of employees who received double the winter clothing for two years in a row accounted for 33% of all members of the department.

An official from the Office of Planning and Coordination explained: “I bought winter clothes to maintain the health of the employees who go to work early and work all night while they sleep in the office every winter.”

As a result of this audit conducted by the Seoul City Audit Committee for the headquarters, the Urban Infrastructure Headquarters and the Han River Project Headquarters, it was revealed that there were more than 20 departments that could use the coverage fee. However, all misconduct provisions were limited to “attracting attention.”

An official from the Audit Committee said: “We did not understand the regulations or we judge that a problem occurred in the normal business management process,” and said: “We have strengthened training on the relevant regulations for the corresponding department.”
