Representative Kwon, a former member of the ‘Samsung’ public bond, was appointed medium-term minister, and when Hwang, an expert in ‘urban planning’, was appointed minister of the Ministry of Culture, Sports and Tourism, a reaction from the government was unexpected. The ‘Owl Gathering’ was a social gathering led by Representative Jeon Jeon-cheol, and the 1st and 2nd legislators from the Blue House of the Roh Moo-hyun administration were active.
