The Korea-United States Combined Command Post Training (CCPT) in the first half of this year will be held from 8 to 18.
The Joint Chiefs of Staff (Joint Chiefs of Staff) announced that the training of the joint command post will take place during the first semester from 8 to 9, taking into account all the conditions such as the Corona 19 situation, the maintenance of readiness for the combat and support diplomatic efforts for denuclearization and peace on the Korean peninsula.
This training is a defensive training practice that assumes a North Korean military provocation, and the scale of the training has been reduced in view of the new coronavirus (Corona 19) infection situation. Neither is outdoor maneuver training performed.
Allied forces from the ROK and the US are scheduled to conduct combined exercises, except on weekends. In the past, the exercises were divided into the first part of defense training and the second part of counterattack training, but this time it is known that the defense and counterattack training will not be divided by minimizing the number of participants, including reinforced troops. of the United States Army.
In addition, although in this exercise some tests are carried out for integral operations in the Korean peninsula, commanded by the Korean military commander, the verification of the FOC’s total operational capacity (FOC) for the transition to operational control in time of war (OPCON) is not enough. implemented.
A joint official said: “Considering the Corona 19 situation, the amount of participation in training was reduced to a minimum compared to the previous year.”
Consequently, the FOC assessment, which was not completed during joint training in the second half of last year, has been postponed to training in the second half of this year.
As conditions for the transition to OPCON, Korea and the United States have agreed to complete the verification and assessment of the Basic Operational Capacity (IOC) of Phase 1, the FOC of Phase 2 and the Complete Mission Performance (FMC) of Phase 3.
If FOC verification is not possible even during the second half of the training, which is expected to take place around August this year, the transition to OPCON within the mandate period (May 2022), which is the promise of the President Moon Jae-en, it will inevitably be delayed.
The joint chief emphasized: “This training is defensive command post training using computer simulations that have been conducted annually.”
Although the scale of the formation has been drastically reduced, the possibility remains that North Korea will object.
At the 8th Labor Party Congress in early January, President Kim Jong-un said: “We can go back to the spring day of three years ago, depending on the attitude of the South.”
