On the 14th, meetings of the KCTU and affiliated organizations were held simultaneously in various locations in Seoul. The KCTU, the Public Transportation Union and the Metals Union held a demonstration with a size of 99 or less each near Yeouido Park and Daebang Station, shouting slogans such as “We will win the three laws of Jeon Tae-il “. KCTU-related confederations were held at 73 locations across the country, including 61 in central Seoul, and an estimated 15,000 people participated.

Concerned about the coronavirus situation, the KCTU implemented quarantine measures, such as handing out only 99 people to a single rally and distributing face shields to participants, but as citizens trying to watch the rally gathered, the distance was not properly observed. Some also stood out.

At the demonstration that day, there were no clashes between union members and the police. However, the organizers marched in front of the Democratic Party, the People’s Power, and the Justice Party company, and in the process, the police confirmed that they were outside of previously reported gathering places, such as occupying some roads near the station. Daebang and the South Seoul Labor and Employment Bureau.

The police are investigating whether these acts by the labor community constitute a general obstruction of traffic under criminal law. General traffic obstruction is the act of damaging or disabling roads, waterways, bridges, or otherwise obstructing traffic, but just because a participant leaves a designated location does not mean that everyone is doomed. According to the precedent of the Supreme Court, a crime is established when “traveling on the highway has reached a point that is impossible or notoriously difficult.” A police official said: “For illegal activities such as the occupation of roads by some groups, we will analyze the data collected and process it in court.”
