Employees of the Korea Land and Housing Corporation (LH) were suspected of having previously speculated on 10 billion won in Gwangmyeong and Siheung, Gyeonggi province, the city’s third new area announced last month. Civic groups raised the possibility of LH employees violating the anti-corruption law and requested a public interest audit, including a thorough investigation of the area, from the Audit Office.

According to these civic groups, 20 people, including LH employees and their families, bought a total of 10 lots and 23,028 square meters of land in the new cities of Gwarim-dong and Mujinae-dong, Siheung-si, Gwangmyeong and Siheung between April 2018 and June 2020. Of these, 14 LH employees were identified. The remaining three were estimated to be the family of the LH employees, and the other two were found to have purchased more than two lots of land together with the LH employees.
The civic group explained: “It turns out that employees and the like bought the land jointly acquiring property interests rather than individually acquiring ownership of the land.” Seven employees, including five LH employees, including Mo Kim, Mo Jang, Mo Jung and Mo Kang, purchased a total of 5025 m2 of 4 parcels in Guarim-dong, whose land denomination was ‘old’, for 2.25 billion won. in February of last year. In June last year, three people, including Mr. Park Mo, an LH employee, jointly purchased 4,042㎡ of land in Guarim-dong, Jimok, for 1.83 billion won. These groups estimated that loans through financial institutions alone amounted to 5.8 billion won.

These organizations announced that they are requesting a public interest audit from the Ministry of Land, Infrastructure and Transport and LH to the Audit and Inspection Board. The Anti-Corruption Law stipulates that when a public official acquires assets or capital gains using secrets learned during the business process, or causes a third party to acquire them, they will be punished with a custodial sentence of no more than 7 years or a fine of 70 million won. The Law of Ethics of Public Officials prohibits the pursuit of private interests through the use of public office or the unfair private use of the information acquired during the exercise of the position.
