Yesterday (10) we showed how the amendment to the Road Traffic Law, which reversed the safety standards for electric scooters, was approved by the National Assembly. At this point, there were conversations like “I know legislators should try to get around with electric scooters” and “I wonder what the legislators who passed the law are thinking.”

Reporter Song Seung-hwan asked lawmakers directly.

This is a revised bill from the Road Traffic Act issued by Congressman Jae-ok Yoon in 2017.

The main content is to allow you to ride an electric skateboard without a license.

He was asking to allow the controversial unlicensed use.

The National Police Agency at the time suggested that this amendment be used as a standard, and it is more similar to the bill passed last May.

We asked Representative Yun for the purpose of the revised bill.

Representative Yoon said, “They are mostly teenagers, so I decided that it would be better to solve the security problem through education rather than following the license.”

Former legislator Chan-yeol Lee issued a bill to reduce regulation on electric skateboard users to the level of electric bicycles.

Former legislator Lee asked what the difference was between electric scooters and electric bikes.

[이찬열/전 의원 : 면허증을 해야 된다 그러면 자전거는 어떻게 할 거야? 자전거 속도하고 킥보드 속도하고 얼마나 차이가 나려나 모르겠어요.]

However, experts have consistently pointed out that electric skateboards have smaller wheels than bicycles and that the rider’s center of gravity is higher, making them more likely to fall.

At that time, I asked the members of the National Assembly Administrative Security Committee, who approved the bill without raising any issues.

One legislator says it was urgent to put electric scooters within the limits of the law.

[A 전 의원 : 과거 규제로 하면 일반 도로를 달려야 하는데 그거보다는 자전거도로를 이용하는 게 훨씬 더 안전하겠다라고 생각한 거죠.]

Another legislator admitted the limitation, saying that actual awareness was insufficient because legislators did not jump directly onto the electric scooter.

[B의원 : 실제로 운행은 안 해봤기 때문에 경험이 없잖아요. 그래서 정부에서 제안한 걸 수긍을 했으니까 다들 동의를 해주지 않았나…]

Democratic Party lawmaker Seo Young-gyo, who is currently the chairman of the Administrative Security Committee of the National Assembly, said: “The citizens are uneasy about the application of the law.
