Kim Jin-wook (54, 21st Judicial Research and Training Institute) former judge as the first two final candidates to head the criminal investigation department of senior civil servants (aircraft department), principal investigator of the Constitutional Court and Lee Kun-ri ( 57, 16 °), former prosecutor, National Commission for the Prevention of Corruption Rights It was recommended to the vice president. Both candidates were recommended by the Korean Bar Association.

Daegu researcher Kim graduated from Boseong High School in Seoul and the School of Humanities at Seoul National University, and later completed Harvard Law School at Seoul National University School of Law. He was appointed a judge in the North Section of the Seoul District Court in 1995 and served as a Judge at the Seoul District Court Headquarters and the North Section Office from March 1995 to February 1998.

After that, he worked at Kim & Chang Law Firm from March 1998 to January 2010. In 1999, he participated as a Special Investigator for the ‘Mint Corporation Strike Induction Case’, the first special inspection team in Korea. . He was appointed to the Constitutional Court as a Constitutional Investigation Officer in 2010 and currently serves as a Senior Constitutional Investigation Officer and International Judge.

Investigator Kim said that during the referral process, he had no experience in political activities, including affiliation with a political party, and was considered homeless. Byunhyup said: “We focus on the point that Kim, who has served as a Constitutional Investigation Officer for a long time, is a reasonable person who is not biased towards a specific faction.”

Vice President Lee, from Hampyeong, Jeollanam-do, graduated from Jeonju, Seoul National University School of Law and Yonsei University School of Law. He began his career as a prosecutor in 1990 and worked for the prosecution for 24 years, serving as chief prosecutor for the Jeju-Changwon district and head of the trial and services department of the Supreme Prosecutor’s Office. At the time of the recommendation, Byunhyup said that “while serving as a prosecutor, he was politically biased or succumbed to external pressure and did not treat his affairs unfairly.” This candidate, who had a reputation for principle and academic, was also nominated for the Supreme Court in 2012.

Vice President Lee served as chairman of the Special Investigation Committee for the Democratization Movement of May 18 of the Ministry of National Defense in September 2017 after opening a lawyer. At the time, Vice President Lee also revealed that during the May 18 Democratization Movement, the military fired helicopters at citizens. It is also known that he played a decisive role in the elevation of the post of Minister of Justice at the time of last September, saying that “it corresponds to a conflict of interest” about continuing to serve as a minister during the investigation.

Initially, the observation that non-prosecutors will be nominated for the final two candidates both within and outside of political and legal circles, but breaking this expectation, Vice President Lee, a former prosecutor, was also appointed. After the meeting, President Lee Chan-hee said: “Considering the fact that he can run the airlift better than a uniform discussion that it should not be from the prosecution, he finally recommended to both non-prosecutors and The prosecutors”.

Both candidates are evaluated as ‘quiet characters’ both within and outside the legal profession. Investigator Kim and the deputy chief judge of the training center said: “I thought it was strange that Kim, who had a calm external lumen style, was recommended to the head of the Karate Department who needs a ‘boss temperament.’ A lawyer from the Ko Public Prosecutor’s Office explained to the vice president that he was “a kind and reasonable person of character” and “is not a projection type, but has a criminal case and a theoretical disposition.”

In the case of researcher Kim, there is also concern about the lack of research experience. “The chief prosecutor is where leadership and momentary judgment are important, but the lack of experience in investigating and managing and operating organizations is a concern,” said an attorney who was previously CEO. Some point out that Vice President Lee was also not a ‘special case’ prosecutor, so it has not been verified whether he will be able to play the role of head of the air defense department with a strong special investigation character. A lawyer from the prosecutor’s office said: “I was not in a position to verify the driving force and the forward power.”
