The ‘promulgation of a special law’ is influential as a plan for the rapid construction of the new Gadeok airport, and the content of the special law enacted at the time of the construction of the Incheon International Airport is expected to be applied to a large extent. However, regarding the format of the special law, several proposals are discussed, and each proposal has different advantages and disadvantages, so it is interesting to note what type of special law will come out.

① Boulgyeong New Airport Special Law

This is the ‘Special One Point Law’ for the construction of the so-called new Gadeok airport. The shortening of the pre-feasibility review and the exemption of the pre-feasibility study are key points. The target period for port opening is until the 2030 Busan World Expo. Given this timeline, the waiver of the preliminary (preliminary) feasibility study is critical. In addition, it is expected to contain special regulations such as national support (financial guarantee) and regulations on the basis for the establishment and operation of Boulkyung Airport Corporation. This is the most influential among the options analyzed. This is because the ‘Seoul Metropolitan Area New Airport Construction Promotion Law’ was adopted separately for the rapid construction of Incheon International Airport. Since there is a precedent, the justification of the special law is sufficient. It is also the preferred method from Booulkyung’s point of view, as it is an omni-directional support bill for the construction of the new Gadeok airport.

However, it is not clear whether the provision for the exemption of exceptions can be specified in the special law. The Law for the Promotion of the Construction of New Airports in the Metropolitan Area did not include provisions for exemption from preliminaries either. With the introduction of the yesta system in 1999, Incheon International Airport was in a situation where it was not necessary to go through the pre-handling survey.

② Special Law of the World Dog Show 2030

-Support for national spending as part of the expo project

It is a ‘bypass strategy’ through support for the Busan 2030 World’s Fair (Expo). This is a method of supporting SOC-related projects to successfully attract the Expo. It is inspired by the 2012 Yeosu World Expo Support Special Law and the 2018 PyeongChang Winter Olympic Games Special Support Law.

The key is “support from government funds.” Previously, the laws stipulated that “the state may bear all or part of the project expenses for the establishment or construction of facilities related to the fair.”

Consequently, 7 billion won was invested in the Yeosu World Expo for the construction of the KTX Yeosu EXPO station and 8.5 billion KRW for the Pyeongchang Winter Olympics. It is a story that the construction of the new Gadeok airport will also receive government funding as part of the exhibition support.

However, there are concerns that it will be left behind from the ‘speed battle’ of the new Gaduk airport construction, as the exposure has yet to be decided. The venue for the exhibition will be confirmed in 2023. If a special law is subsequently enacted, the construction of the new Gaduk airport could be delayed.

③ Yeongnam New Airport Special Law

-Aim for synergy by uniting Gaduk and TK
-Some point out that the characteristics of the airport are different

It is a “package invoice” that combines the construction of the new Gadeok airport and the new Daegu integrated airport. Currently, Representative Hong Joon-pyo, an independent member from Daegu Suseong-gu district, has initiated the ‘Special Integrated Daegu Airport Law’ as a representative. It was calculated that the synergy effect would be large if a special law was proposed for the two airports.

Its strength is minimizing the backlash from Daegu and Gyeongbuk (TK). When the plan for the new Gimhae airport was practically destroyed, Daegu and Gyeongbuk immediately revealed a complicated sentiment. Regarding the new Gadeok airport, Congressman Hong said, “I approve,” but Daegu Mayor Kwon Young-jin said, “It is something to do.” In this situation, if a package of law is initiated, we believe that the support of TK can be obtained.

However, it is noted that the characteristics of the new Gadeok airport and the new Daegu integrated airport are different. The new Gadeok airport is a private airport that is not used by the military, and the new Daegu unified airport is an airport used by civilians. In addition, the new Gadeok airport needs to be completed before the exhibition, but the new Daegu integrated airport has less need to shorten the construction period. If the two airports are included in the special law, the possibility of delaying the procedure of the new Gaduk airport depending on the construction situation of the Daegu airport cannot be excluded.
