From December to March next year, vehicles with Tier 5 emissions cannot operate in the Seoul, Incheon and Gyeonggi areas during the week. If you are caught while driving, you will have to pay a fine of 100,000 won.

It was implemented for the first time from December of last year to March of this year, followed by a second implementation this year.

The most striking thing about the second implementation is the suggestion of the operation of a 5 degree vehicle in the metropolitan area. The metropolitan area cannot be operated from 6 am to 9 pm (except weekends and holidays). In September, there were about 1.46 million fifth-class cars across the country. Of these, about 340,000 are in the metropolitan area. If caught while operating in the metropolitan area, a fine of 100,000 won will be paid. In the case of taking several times a day, a penalty is imposed only for the first detection.

This system was implemented for the first time and based on attempts, exceptions were set. This is the case for cars that cannot be equipped with an emission reduction device (DPF) because the vehicle is too old or missing mounting parts. Incheon and Gyeonggi do not crack down on these vehicles. Seoul will postpone the crackdown until December and will be subject to crackdown from January next year. In case of requesting low pollution measures, Incheon and Gyeonggi will not crack down. On the other hand, Seoul plans to impose a sanction for the first time, but will return the sanction if the low pollution measures are completed in November next year. Prior to this, Seoul has already restricted the operation of class 5 vehicles within the urban green traffic area since December last year. During this seasonal management system, restrictions on the operation of Class 5 vehicles are expanding in Seoul, so if the crackdown is detected, a penalty will be imposed only in the first case. During the seasonal management system, the government decided to reduce the operation of coal-fired power plants as much as possible and to increase the repression of polluting emissions. The concrete coal energy reduction plan is confirmed through the winter energy supply and demand plan at the end of November. The government predicted that during this seasonal management system, the number of days with ‘bad’ ultrafine dust or more will decrease by 3-6 days from the average of 33 days in the last 3 years (2017-2019). During the same period, the mean concentration per ㎥ is expected to be 1.3 to 1.7 μg lower than the mean value of 29 μg over the past three years (microgram, 1 μg is 1 in 1 million).

The average ultrafine dust concentration from December 2019, during the first seasonal management system through March of this year, was exceptionally low at 24 μg. In addition to the effect of implementing the seasonal management system, climatic factors such as strong easterly winds were good and the effect of reduced economic activity due to the new coronavirus infection (Corona 19) was also the result. The Ministry of the Environment analyzed the contribution of the seasonal management system policy to the overall reduction in concentration during this period by 18-35%.

The ultrafine dust concentration is expected to be higher than last time during this seasonal management system. Experts believe that the emission of pollutants is increasing again as China focuses on economic recovery, and the concentration of ultrafine dust will increase if a western wind blows in Korea. Environment Minister Cho Joong-rae said: “A high concentration of fine dust can be reproduced at any time depending on external factors such as weather conditions,” and said he would actively implement the seasonal management system.
