After the social distancing measures to prevent the spread of the novel coronavirus (Corona 19) infection were reduced to a single step, several meetings and protests were held at various locations in central Seoul on the 17th, first weekend, but the friction ended without conflict.

Although the assembly attendance limit was lowered from less than 10 to less than 100 due to the downward movement of the distance, a hint was attached that quarantine guidelines must be followed. Police fences were set up around the meeting place, and participants made a list and took part in the meeting by sitting in chairs 2 meters apart.

The Seoul Metropolitan Police Agency said there was no conflict between the police and the participants during the assembly process, and no one was arrested for this. The Seoul Police Agency added that the assembly was held with fewer than 100 people in accordance with quarantine guidelines.

The Free Regiment held a condemnation rally for Moon Jae-in’s government on the sidewalk and two lanes in front of Exit 7 of Gyeongbokgung Station in Jongno-gu starting at 2 pm on the same day. About 70 people participated in the assembly. Freedom Solidarity said: “The government is violating the freedom of citizens to assemble and protest with ‘political quarantine’. Lee Dong-wook, president of the Gyeonggi Medical Association, who was on the podium that day, said, “There is no limit to the number of people in the large indoor buffet in the first stage of social distancing.” What is said to be dangerous is the political quarantine ”, he criticized.

At the same time, the headquarters of the Taegeukgi National Revolutionary Movement (national) also held an ‘unfair electoral emergency meeting 4.15’ in front of the Seoul Central District Prosecutor’s Office in Seocho-gu. The 99 seats set up to limit the number of attendees in the Korean version were already full before the start of the assembly.

A local official said: “Today due to the protection of the crown, only less than 100 people are allowed to attend the meeting,” he said. “So only 99 chairs were prepared.” To comply with quarantine guidelines, the national government also directed excess personnel to be transferred to the other side of the road.

The national version was scheduled to march in front of the Samsung Life Insurance building at Gangnam Station after the rally, but the rally ended around 4:30 pm without continuing.

Another conservative group, the National Movement for New Korea (New Korea), also started a vehicle demonstration with 11 vehicles around 2:10 pm on the same day. Leaving the Supreme Prosecutor’s Office in Seocho-gu, Seoul, protesters in vehicles passed the homes of former Justice Minister Cho Kook and Justice Minister Chu Mi-ae and ended their march in Dongdaemun around 4:40 p.m. . Gwanghwamun and other forbidden areas were not passed.

The new South Korean party said: “We planned a demonstration with 50 vehicles for the first time, but the number of participants was less than expected, so we were able to continue the demonstration with 11 vehicles.”

The government and quarantine authorities are applying a “ ban of more than 100 people ”, which is equivalent to the second stage of distancing, because the risk of contagion is high in the rally held in central Seoul. It is reported that all the meetings held on this day have less than 99 people participating.

Even if the assembly is held with 99 or fewer people, quarantine rules, such as measuring body temperature and making a list, must be observed. Furthermore, since the Seoul Metropolitan Government has banned the meeting at the intersection of Hyoja-dong, Gwanghwamun Square, Jongno 1-ga, Cheonggye Square and Seoul Square, if the meeting is enforced in this area, it could lead to an illegal gathering.

The wall of the police car that appeared in Gwanghwamun on the last day of Hangeul was not installed at the meeting place that day. However, the police imprisoned the assembly reporting area and assigned police personnel to monitor the assembly in order not to violate quarantine guidelines.

Meanwhile, as social distancing has decreased, various groups other than conservatives have held meetings and events with fewer than 100 people.

On the 17th at 4 pm on the 17th, the Courier Workers’ Overwork Countermeasures Committee (Correspondence Committee) held a ‘CJ Logistics Condemnation Contest’ in front of Exit 7 of Euljiro Station, Seoul Metro Line 2. The Countermeasures Committee, which pointed out the problem of overwork of courier workers that has been occurring recently, urged the government and the company to prepare measures. Participants in the expropriation contest moved from Euljiro Station to CJ Logistics headquarters in Jung-gu, Seoul, criticizing the company for not offering alternatives to resolve the situation. In particular, at the end of the expropriation contest, the participants threw around 60 raw eggs at the company building and the police arrested it.

Members of the Democratic Party in Yeouido, Seoul and the Democratic Party held a demonstration against the government’s real estate policy at 12:30 that day, drawing attention to the case of members of the People’s Action Against Bad Law. Real Estate Agency and the Liberal Democratic Association wearing quarantine uniforms.

In addition, the Student Council of the Democratic State Unification University held a ‘Meeting to Break the Alliance’ in front of the main gate of the Ministry of Defense in Yongsan-gu, and the ‘Citizens’ Meeting for Green Taereung ‘held a’ Rally Against Taereung ‘Golf Course Development in front of Nowon-gu Office.
