Through Cheong Wa Dae’s national petition, claims were raised that members of the Lebanese Dongmyeong Corps returning home from overseas dispatches did not receive support for articles of self-isolation. On the 30th, the Defense Ministry issued a positional data and said that the accusations were different from the facts, and said: “We are very sorry to have distorted the military efforts to support the troops abroad.”
On the notice board of the Blue House National Petition on the 27th, a post titled ‘Soldiers’ returning to their home countries after completing their overseas dispatch missions was also a ‘citizen of Korea’.
The author, who introduced himself as the wife of a member of the Dongmyeong Corps, who had sent troops to Lebanon, wrote that her husband asked her to prepare self-isolation aid before returning to the troops.
He said: “For example, I was referring to self-isolation relief commodities like ‘thermometer, hand sanitizer, mask, tissue paper, garbage bag, emergency food (Hetbahn, cup noodles, kimchi, seaweed, jangjorim, etc. .) ‘. He argued that the local government doing the work could not provide relief supplies because he was not a “citizen of the local government.”
In this regard, the Ministry of Defense said: “It is a rule to self-isolate for troops returning abroad, and each local government supports aid for self-isolation.” The returnees from the Dongmyeong unit also received support for quarantine supplies from the local government. According to the Ministry of National Defense, the 76 members of the Dongmyeong unit, who returned to the first round on the 20th, received all quarantine supplies from the local government, and food kits were only received from six local governments. All local governments provide common quarantine supplies (thermometer, hand sanitizer, mask, sanitizer, garbage bag), but the food kits (ramen, hetbahn, bottled water, etc.) are different for each local government.
The petitioner also claimed that the Ark unit members who returned earlier could not be quarantined, and that the individuals bore or quarantined self-isolation costs amounting to between 2 and 3 million won.
In response to this, the Defense Ministry said that returning foreign troops are quarantined at subsidiary facilities in cases where individual wishes and self-isolation are restricted. According to the Ministry of Defense, 111 of the 130 members of the Ark who returned on the 3rd of last month were autonomous. Eighteen people were quarantined by the unit, and one was quarantined at a private temporary housing facility in Busan.
On the 20th, 72 of the 76 people returned to the Dongmyeong unit are in quarantine and 4 are in quarantine in subsidiary facilities (condominiums) according to personal wishes. Of the 190 members of the Dongmyeong Corps, who are scheduled to return on the 10th of next month, 154 will be self-employed and 36 will be quarantined in subsidiary facilities (condominiums) according to personal wishes.
The petitioner insisted that the local government does not provide Corona 19 tests, so the two tests must be performed directly at Seongnam Metropolitan Hospital and Daejeon Armed Forces Hospital, but the Defense Ministry said this was also different from the facts.
The Defense Ministry said: “The first test for Corona 19 is done at Incheon International Airport, and the second test is done at a nearby public health facility or military hospital.” According to the Defense Ministry, returning overseas troops are required to perform a PCR test first at Incheon airport or at the International Peace Support Team upon return.
Two weeks before self-isolation release, the second test is done in public health centers or military hospitals, but it is not mandatory to carry out PCR tests before quarantine to return abroad, so it is possible that some health centers local public authorities do not apply, according to the Defense Ministry. In this case, a CRP test is performed in a military hospital.
