It was revealed that the candidate Byeon Chang-heum of the Minister of Land, Infrastructure and Transport signed a closed agreement of mutual cooperation (MOU) with a solar energy company, where Heo In-hoe, who was his best friend when he was president of Seoul Urban Housing Corporation (SH).

According to the ‘Status of Green Dream Related Solar Power Supply Business’ presented by SH by People’s Power on the 19th, Heo told SH on November 30, 2015 to supply the Green Dream Cooperative’s mini photovoltaic power plant, of which he was president. On December 30, a month later, the two sides signed a mutual cooperation agreement to promote the supply of “mini solar power plants.”

SH did not disclose this fact.

Green Dream, which had no history of installing mini power plants at the time of signing the trade agreement, achieved its first achievement by donating 25 mini power plants to SH.

In 2016, the company expanded its business by obtaining the qualification as a provider of mini solar power plants throughout the city of Seoul, with 456 cases in 2016, 4,399 cases in 2017 and 3,991 cases in 2018.

Green Dream also won 7 volunteer service contracts for candidate Byun’s office as SH President (November 2014 to November 2017).

Former President Huh, who served as president of Korea University in 1985, is a friend of the 386 Movement. He was nominated by the Millennium Democratic Party in 2000 and by the Uri Party in 2004 and ran in general elections. He is being tried under arrest for asking the National Assembly and some government agencies to provide him with wiretapping detection devices, and was also once investigated for illegal outsourcing related to the Seoul solar power plant project.

In addition, Candidate Byun hired 9 outsiders for the first-class senior positions during his tenure as SH president, and suspicions were raised that many had academic relationships with President Byun.

According to Congressman Lee Jong-bae’s office, four were from the Graduate School of Environmental Studies at Seoul National University, where President Byeon earned his master’s and doctorate degrees, and one was a college alumnus.

Other outsiders are also known as people with relationships, such as working on the same investigator as Candidate Byun.

In 2017, a national audit also pointed to ‘parachute recruitment’, but candidate Byeon replied that he had ‘a specialist’.

In this regard, the spokesperson Yoon Hee-seok, the People’s Power, pointed out that it was about “coordination” and “amazing personality” through comments.

Spokesman Yoon said, “I have been suffering from lousy real estate policies for over three years. I cannot suffer anymore from these unqualified people,” he urged to withdraw the nomination.
