In the 19 general elections in 2012, after running for Busan Jingap in Busan, he ran for mayor of Busan in 2014, but gave concessions to former Busan mayor Oh Geo-don, a candidate for the panopticon.
Former Mayor Oh was defeated by candidate Seo Byung-soo at the time, and four years later, he ran again and was elected Mayor of Busan.
Candidate Kim also served as head of the National Assembly Agriculture, Forestry, Livestock, Food, Oceans and Fisheries Committee as a third-level legislator, including a history of successfully entering the 20th National Assembly in Busan.
