Among the national economically active population, the number of self-employed workers, one of which is from 2.31 million to 2.58 million, is estimated at 1.33 million people who are self-employed with salaried employees.
In the case of the self-employed, they are ‘voluntarily affiliated with employment insurance’, but the enrollment rate is low and it is difficult to judge ‘voluntary unemployment’, which is a requirement to receive unemployment benefits, just like workers. Consequently, the government plans to start a social dialogue for the self-employed to register for employment insurance in the first half of next year, and plans to apply employment insurance in the second half of 2022.
