Quarantine authorities have issued preliminary warnings and strengthened quarantine management in the metropolitan area and the Gangwon Yeongseo area, where the new coronavirus (Corona 19) infection is spreading rapidly. Although it is an obstacle to avoid increasing the distance, the two regions are expected to be unable to avoid the 1.5-step upgrade unless there is a drastic change.
The metropolitan area has reached the 80% level of the 1.5-step distance elevation standard, and Gangwon has been meeting that standard for the second day. The winter season was celebrated, where life indoors is a lot of season, and on the 14th a large rally was held in 14 provinces throughout the country, with the participation of more than 15,000 people, which weighs on the possibility of climbing distance.

Step 1.5 is a level that threatens the scope of the normal response of the medical system in a specific area and is issued when the Corona 19 epidemic continues for more than a week. This is the case when there are more than 100 confirmed cases in Korea on average daily for a week, 30 or more in Chungcheong, Honam, Gyeongbuk, and Gyeongnam, and 10 or more in Gangwon and Jeju.
If this criteria is applied, the Gangwon region has already met the level 1.5 upgrade criteria. However, since the outbreak of confirmed cases is concentrated in the Yeongseo area, which is close to the metropolitan area, there is a high possibility that the Yeongdong area will be eliminated from the increased distance.
The metropolitan area has reached the 80% level of remote update standards. Gangwon has been a safe zone for Corona 19, but because Corona 19 is rapidly spreading through the Yeongseo area, the quarantine has become an emergency. In the metropolitan area, half of Korea’s population lives in a group, and as the consequences of increasing distance are great, an improvement of 1.5 steps alone can act as a significant burden on the economy.
According to the Disaster and Security Countermeasures Headquarters, the average daily number of Corona 19 cases in Korea for a week 8-14 was 122.4, an increase of 33.7 from 88.7 the previous week. This is 75.3 people from October 18-24 and 86.9 people from October 25-31, and then it keeps increasing.
The most worrying thing for the quarantine authorities is that there are new cases in the community. During the epidemic in Daegu and Gyeongbuk in February and the metropolitan area in May and August, large-scale infections were observed in certain facilities.
The number of confirmed cases temporarily increased due to negligence in quarantine management in certain facilities or multipurpose spaces, which had a national impact. In recent years, confirmed cases are occurring at multi-use facilities in local communities, so it is difficult to see one specific facility as the cause. It means that silent radio waves are being produced throughout the community.
Infectious disease experts believe it will be difficult to prevent the spread of COVID-19 cases in the local community as the number of confirmed corona19 cases outside the quarantine network is piling up and crossing the boundary. There have been countless prospects for the Corona 19 pandemic to arrive in winter. European and North American countries are already experiencing great difficulties due to the second and third pandemics. Some countries have even imposed blockades that limit the movement of people. Korea is unlikely to experience a large-scale pandemic as a European country, but the ability to maintain the first stage of distancing at the national level is gradually disappearing.
Currently, six basic local governments that are implementing step 1.5 of remote distancing are Chungnam Cheonan and Asan, Gangwon Wonju and Jeonnam Suncheon, Gwangyang and Yeosu. At the regional local government level, the 1.5-step increase in the distance has not come out, but there is a high possibility that they will be issued in the order of Gangwon Yeongseo and the metropolitan area.
Quarantine authorities are applying the same preliminary warning to local governments across the country when the distance increase standard is reached by 80%, but it is difficult to guarantee how effective this quarantine measure will be.
There is great concern that the National Federation of Democratic Trade Unions (hereinafter referred to as the Federation of Democratic Trade Unions) held a rally in 14 provinces across the country on the 14th. This is because there are more concerns about various indicators quarantine than the rally in downtown Gwanghwamun led by conservative organizations on August 15 when the KCTU held the rally.
Comparing the two time points, the number of confirmed cases per week is roughly double, and the risk of large-scale outbreaks is much higher due to the double demic, in which the new coronavirus (Corona 19) infection and influenza (flu) are simultaneously prevalent in the season.
From August 1 to August 14, the number of new confirmed cases per day for two weeks was only 103 people on the 14th. The next day, the city rally was held by 166 people, and on the 17th it increased to 279. After that, it wasn’t until September 20 that the number of new confirmed patients dropped to double digits. On the other hand, the spread of the infection is fierce during the KCTU rally. Including the date of the KCTU rally, the average number of confirmed cases per week in the past week was 122.4, roughly double that of the downtown rally on August 15. At 0 o’clock on the 15th, the number increased to 130.7. In addition, the number of new confirmed cases per day in November registered only three days: 97 on the 2nd, 75 on the 3rd and 89 on the 7. The rest were three digits, especially more than 200 in the last two days.
Step 1.5 distancing is a regional pandemic, making quarantine management difficult. In step 1.5 of remote distancing, if the facility is located in an epidemic area, restrictions on the number of users will be increased, and activities with a high risk of infectious diseases such as dancing in the club will be prohibited. Facilities located in the corona 19 epidemic zone are limited to one person for every 4 square meters (m²) of area. Either way, it will surely have a negative impact on the economy of ordinary people compared to the first stage.
In a public appeal announced on the 15th, the first deputy chief, Park Neung-hoo, said: “The infection occurs everywhere and spreads rapidly, so we are facing a crisis again.” He stressed that “please follow the quarantine rules so as not to cause difficulties in the daily life of people and the economy of ordinary people.”
