A 16-month-old baby died with bruises all over his body.
Adoption agencies, child protection agencies and the police were investigated more than 20 times to report suspected abuse, but the baby was never separated from the parents.
Only after the controversy arose over the insolvent response, the police launched a new investigation and yesterday (9) an arrest warrant was presented against the stepmother.
Tomorrow it will be decided whether the adoptive mother will be arrested or not.

First of all, let’s take a look at the photo that was about 3 months after Ms. A was adopted and met her new parents in February.
It is a healthy look for white and white skin.
But after four months, my skin turned black and my limbs were thinner.
There are also traces of what appears to be a wound on the forehead.
He finally passed away on the 13th of last month when he was 16 months old.
When my stepmother took a taxi to the emergency room, she had already had cardiac arrest.
At that time, bruises and fractures were said to have been found all over the body.

After Ms. A was adopted, there were three reports of suspected child abuse in eight months.
First, in the third month of adoption, the nursery reported the first suspicion of abuse, stating that bruises were found on both thighs of A.
After the child protection agency commissioned the police with an investigation, the adoptive parents stated that they were “massaging the thigh to correct the leg” and the case was closed.
A month later, the child care agency discovers that Miss A’s clavicle is broken.
The parents clarified that they were likely injured at daycare rather than at home, and the agency did not report further.
Four days later, there were reports that Miss A stayed in the car for more than 30 minutes, but supposedly the conclusion was.
And in September, a pediatrician who suspected Miss A’s malnutrition reported another alleged abuse.
It was confirmed that the doctor explained to the police: “There have been several reports of suspected child abuse in the past” and “The nursery teacher brought him to the hospital without knowing it because the nutritional status was so poor that the child could not walk alone”.
However, the parents explained: “I couldn’t eat baby food because my mouth was sore,” and the police believed it.
And two weeks later, Ms. A suffered from a high fever for three days, her whole body turned black, and she finally died.

In particular, the police, who had been investigated by a report from a doctor of children and adolescents, did not take separate measures because their adoptive parents rebelled violently and no circumstances of physical abuse were found.
Finally, Ms. A lived with her parents until they died.
The police, who rescinded the case without charge despite reporting multiple times, began a new investigation only after the death of Miss A.
As a result of a detailed autopsy, Gukgusu concluded that he died from abdominal damage caused by an external force.
The police requested an arrest warrant for Ms. A’s adoptive mother based on the autopsy results, and the prosecution agreed to this and requested a warrant.
In a police investigation, the stepmother admitted neglect, such as leaving her son home and going out, but is said to have denied that the abuse resulted in death.
The police did not request an arrest warrant for Ms. A.’s adoptive father.
The police explained that although there were some crimes against Ms A’s father, he was accused of being an accessory, but considering that he was present at the time of the incident, the charges of child abuse and lethality were difficult to apply, so he did not request a court order.
After several repeated reports of suspected child abuse, a controversy arose over the lack of separation between Ms A and her parents, and the police began to inspect the police officer in charge.
In addition, we are preparing measures to improve the current manual related to child abuse.
We established five criteria, such as when reports of suspected child abuse have been received more than once or are reported by a medical institution, and we are considering ways to separate them independently, regardless of the judgment of a child protection agency.
A substantive examination of Yang’s foster mother’s arrest warrant is scheduled for 10:30 am tomorrow at the Seoul Southern District Court.
