The winners of the US presidential elections have not been confirmed until the fourth counting day, the sixth (local time). To date, there are five states that have not yet been defeated. In the case of Pennsylvania, there is a backlog in Philadelphia, where late-night voting is packed. At first, authorities in Philadelphia announced that they would release the final count the night of the 5th, but until the 6th of the next day, the count rate is 96%. According to CNN, to date, 20,000 of the mail-in ballots and 15,000 to 20,000 of the provisional votes are classified as having signature problems or damage, and should undergo review. All of these votes must go through a second round of review, and even three voters are used to review a single vote, resulting in a delay in counting.
