Counting of votes by hand and verification of the voter himself
Three counting agents were put in to check a single ticket.
The winners of the US presidential election were not confirmed until the fourth counting day, the sixth (local time), and the attention of the United States and the world was focused on Nevada and Pennsylvania. This is because even though the count rate in each state has already exceeded 90%, it takes days and days to count the last percentage.
As of today, there are about 5 states where gambling is not covered and Nevada is attracting attention due to excessive delays in counting. Nevada’s voting rate is 93%, the lowest among the rest of the states, but it will take a little longer. Jennifer Russell, a spokeswoman for the Nevada secretary of state, said: “First, we told everyone that the results could take at least ten days.” Based on these words, it means that the game may not be decided until the longest 12.
The main reason for the delay in the count is that, as is known, there are many votes by mail. In Nevada, as of tonight, 124,000 votes have yet to be counted, half of which are by mail and the rest are provisional (to determine if they are valid later). In Nevada, voting by mail has been arranged in advance. In consideration of the new coronavirus infection (Corona 19) in August, a ballot was mailed to all voters and the arrival deadline was set for November 10, 7 days after the presidential elections.
Another reason is the counting process itself. 90% of the uncounted volume came from Clark County. This area contains densely populated areas like Las Vegas, and the counting process is done in double or triple.
According to Clark County, the raw tables are divided into several items and each item is verified step by step. In the case of a mail ballot, the signature must first be verified, once the vote is passed through a machine to verify it, and if the ballot is not made by the machine, the accountant manually verifies each one. Then, after confirming that the number of votes verified in this way is equal to the number of tickets that arrived, the task of counting which candidate is addressed is performed.
In fact, as of Day 5, the number of tickets requiring signature verification reached 44,000 and 2,100 tickets required to confirm the number, the Associated Press reported. In particular, during this process, the counting agents contact voters to verify the validity of the votes again, and time is delayed, AP analyzed.
In the case of Pennsylvania, there is a backlog in Philadelphia, where late-night voting is packed. Philadelphia officials initially announced that they would release the final count on the night of the 5th, but the count rate has been hovering around 96% through the 6th. According to CNN broadcast, to date, 20,000 of the votes by mail and 15,000 to 20,000 of the provisional votes are classified as having signature problems or damage, and should be reviewed.
All of these “problem” votes must go through a second round of review, and even three counting agents are used to review a single vote. It means that the counting rate is different from Korea.
