In relation to the ‘case of death of a 16-month-old girl’, the police concluded that, as a result of their own investigation, the handling of complaints of suspected child abuse was insufficient.
Previously, the police received reports from child care center officials, acquaintances, doctors, etc., that child abuse was suspected three times in May, June and September regarding the dead girl A.
However, police and child protection agencies said all three times that they had not found any clear evidence to prove child abuse and either ended internal affairs or sent them to the prosecution with a non-prosecution opinion.
Faced with criticism from the police and the uncomfortable response from the child protection agency, the Seoul Metropolitan Police Agency formed an inspection team to investigate whether the report was handled in accordance with regulations.
The power of the people According to data from Congressman Kim Yong-pan’s office, the inspection team concluded that the handling of three reports of suspected child abuse against Miss A in the past was insufficient.
The inspection team found that, “Despite reports of suspected child abuse three times, the parents cooperated with the investigation and were passive in the separation measures due to the bond between Ms A and her parents.”
He also noted that when reviewing the segregation measures, the child protection agency and the police also judged each other.
In fact, at the time of receiving the third report last month, the police determined that the separation measures were necessary and dispatched, but it was confirmed that the father reacted violently and no injuries were found on the child’s body, therefore that the institution only decided to handle the case.
Based on the details of the inspection, the Seoul Metropolitan Police Agency plans to initiate an inspection of the relevant police officers who were in charge of handling the reports at the time.
As a countermeasure to prevent recidivism, the police decided to strengthen on-site measures and education so that if there is a doctor’s opinion that treatment is necessary due to suspected child abuse, even if it is difficult to prove the alleged abuse, the police will actively take separate measures.
Additionally, even if the abusive situation is not found, a plan was developed to actively determine whether the need for segregation measures is required through a joint meeting of police, local governments, and child protection agencies to cases of child abuse that are repeatedly reported more than once.
Meanwhile, the Yangcheon Police Department in Seoul calls and investigates both A’s parents, who were arrested as suspects, twice this week, and is conducting digital forensic work upon receiving a mobile phone.
The police will continue to investigate the officials and neighbors of the child care center, and will determine the exact cause of death and child abuse based on the results of the final autopsy of the National Institute of Scientific Research, which is expected to be published. next week.
Earlier, Gugaksoo gave the first oral autopsy finding that Ms A died of “abdominal damage caused by an external force.”
