He worked with Saehan TEP, a nuclear equipment verification agency, and falsified the test report and delivered the faulty cable to KHNP. For this reason, cable replacement work was carried out at Shin-Kori Units 3 and 4, which were under construction at the time.

In this case, JS Cable’s advisor Eom Mo was sentenced to 10 years in prison. . In 2013, Han Suwon filed a lawsuit against JS Cable and related employees to compensate for the cost of cable replacement and damage caused by the closure of the nuclear power plant due to construction delays.

The first and second trial courts ruled in favor of some of the plaintiffs to pay a total of 20 billion won, including about 13.4 billion won for JS Cable and 7 billion won for Saehan TEP, between KHNP claims. Among the damages claimed by KHNP, KHNP recognized the cost of retesting the cable, the cost of purchasing a replacement cable, and the cost of replacing the cable.

However, the court did not admit the damage caused by the suspension of operations, saying: “The delay in the operation of Shingori Units 3 and 4 also affected the defects of other parts and the Gyeongju earthquake, and did not demonstrated the causal relationship between the cable problem and the lag. ” The court also limited JS Cable’s liability for compensation by stipulating that “the total amount of damages for illegal acts shall not exceed the total contract amount (13.4 billion won)” in the supply contract between KHNP and JS Cable.

KHNP argued that it was possible to compensate for damages in excess of the total initial payment in accordance with Article 103 of the Civil Law, and stated that such acts by JS Frontline “ constitute a violation of good customs and another social order. ” did.
