The Daejeon Council (Daejeon Cooperative), which opposed government policies such as expanding medical school fees, and began a group pause (strike) indefinitely on the 21st, decided to continue the strike after a discussion of one night and two days. The Daejeon Association held a temporary national emergency response meeting (representative meeting) for the elderly at the national training hospitals at 10 pm on the 29th and held a discussion until 5 am the next day. Previously, the Daejeon Association was guaranteed to △ drop the criminal charges of leading doctors and full-time physicians, and △ rescue medical students who did not undergo the national examination if the strike was stopped thanks to the mediation of the National Assembly and medical organizations. In the first vote, 96 of the 193 representatives of the Mayor (49.7%) answered that the strike must continue. However, it was rejected because it could not exceed the majority (97 votes), which is the quorum for approval. An official from the Daejeon Consultation said: “It was an atmosphere that shook the hearts of some of the delegates who had a hard time listening to the opinions of a medical student who was afraid of not seeing the national exam.” However, the Daejeon Association reconvened on the morning of the 30th and voted again. Much more than in the first round, 134 were forced to strike, 39 chose to stop and 13 abstained.
Previously, the Daejeon Association met with the National Assembly and the medical community on the 28th to discuss the conditions to stop the strike. He received a promise from the President of Health and Welfare of the National Assembly, Han Jeong-ae, that “we will stop promoting the bill and form an advisory body that includes medical experts in the future to open up all possibilities for discussion.” . In addition, the National University Hospital Council, the Private University Medical Center Council, and the Korea Training Hospital Council pledged to take responsibility for the implementation together. However, the Daejeon Association was not accepted. This is the reason why the government did not specify the “discussion at the origin” in the direct agreement, leaving behind the prelude to unilateral repromotion.
Following the decision of the Daejeon Association, opinions began to appear among the elders against the continuation of the strike. ‘Some seniors’, consisting of doctors who specialized in the Daejeon Association’s Emergency Response Committee, argued that the opinion that they wanted to stop the strike was not adequately reflected. At the same time, he said, “it is not known whether medical students who refused to receive the national government and entered a group leave of absence will receive relief.” On the 29th, a post titled “ Enough ” that was posted on the social network service (SNS) caught our attention. It’s a Facebook account post titled ‘Main job’ and ‘Patients are waiting. Public opinion grows cold. Stop the strike as soon as possible. The author claimed that it was “one of the specialties” rather than the name, but it was not confirmed whether it was in fact a titular medical specialty.
Starting this week, some hospital teachers have announced a group action, with teachers from nearly 30 training hospitals making statements criticizing the government’s response. The full-time council is scheduled to affirm the justification for the strike against foreign journalists at the Korea Press Center at 11 am on the 31st. The Korean Association of Patients’ Organizations emphasized that “if the group action of the doctors, many patients will suffer a catastrophe. ” The government plans to continue legal proceedings for striking surgeons and full-time doctors in emergency rooms and intensive care units to prosecute violations of the go-to-work order. However, Son Young-rae, head of the Strategic Planning Division of the Central Accident Control Headquarters, said: “The proposal to stop the strike until the end of the Corona 19 crisis and open all possibilities afterwards to discuss it is still valid, and I think the most desirable thing is to resolve it through dialogue and consultation. ” And he left room for conversation.
