The National Assembly, which had been closed for three days due to the outbreak of a new coronavirus infection (Corona 19), reopened on the 30th.
The National Assembly is scheduled to resume the review of the agreement, which was suspended on the 31st, and start the calendar of the first ordinary National Assembly of the 21st National Assembly from the 1st of next month.
Starting at 6 a.m. this day, the National Assembly reopened major government buildings such as the main building, the House of Representatives, and the Communications Center, and allowed access only to those with a National Assembly pass.
Three days have passed since a reporter who entered the National Assembly on the 27th was confirmed as Corona 19, and the schedules of the main party meetings and the settlement of accounts of the Standing Committee of the National Assembly were completely suspended.
Consequently, 7 standing committees, including the Special Budget and Settlement Committee, the Environment and Labor Committee, the Agriculture, Forestry, Livestock, Food, Marine and Fisheries Committee, the Foreign Transportation Day Committee, the Committee on Education, the Planning and Finance Committee and the Political Affairs Committee on the 31st of next year, will hold a general meeting and the subcommittee to review the budget agreement. The review of the year’s settlements will resume and the main political parties will gradually normalize the calendar starting on the 31st.
The Future Integration Party will hold a face-to-face meeting of the Emergency Response Committee at the headquarters of the National Assembly. Also, in the case of the Democratic Party, the leadership meeting can be resumed on the 31st when the new representative Lee Nak-yeon is released from self-isolation.
Regular meetings of 100 days are also normally held beginning with the opening ceremony on the 1st of the next month.
During the building closure period, the National Assembly implemented measures to strengthen the quarantine, such as the installation of splash barriers on the seats of the main assembly hall to ensure the smooth progress of the ordinary National Assembly in September.
In the meeting room of each standing committee, it is planned to install partitions for each seat from the place where the meeting is first held, and complete the installation of the previous standing committee by the 4th of next month.
According to the existing agreement between the ruling party and the opposition parties, the representative speech of the negotiating entity will be held from 7 to 8 of next month, and the questions will continue for four days from 14 to 17. On the 24 of next month it will be a plenary session to discuss the agenda.
The national audit takes place over approximately three weeks from October 7 to 26, taking into account the Chuseok holiday schedule. A corrective speech on next year’s budget is scheduled for the 28th of the same month.
The ruling and opposition parties plan to hold six plenary sessions in November and December to discuss the agenda. During this period, the budget for the next year will also be processed.
According to the Law of the National Assembly, the deadline for the legal processing of the budget for next year is December 2.
