YTN has reported on various issues related to the alleged indiscriminate assault on the swimming department of an elementary school in Mokpo.

The swim coach, who was accused of being the aggressor, was fired after the problem arose at the time, but the reason was confirmed to be ‘expiration of appointment deadline’.

At the time, it is questionable whether the education authorities were adequate.

It was on August 17, 2017 that the case of student assault by a swimming coach was received at an elementary school in Mokpo.

The victims’ parents already informed the coach’s wife and principal that he was the head of school affairs in March, but said they were publicized as the assault continued.

[폭력 피해 학생 보호자 : 봄에도 감독한테 말을 했는데도 불구하고 한 4개월이라는 시간 동안도 아이가 그렇게 꾸준하게 당했다고 하니까…. 이제 수영장 쫓아간 것까지도 얘기했어요, 교장한테 그랬죠.]

And after two weeks, the swim coach, who was later charged with assault, was fired.

The elementary school reported the reason for the swim coach’s dismissal at that time as “expiration of appointment period” to the school district.

However, no mention was made of school violence that was a problem in the Department of Swimming.

[당시 교장 : (학교폭력이) 민감한 사안이고 있는가, 없는가를 해 나가는 그런 상황으로 학교에서는 진행됐어요. 그래서 그것이 사실인지 아닌지조차도 저는 지금도 모릅니다.]

But before that, the coach went to the parents’ workplace insane, admitted the assault and knelt in the rain and even sent the police.

[폭력 피해 학생 보호자 : 오자마자 무릎을 꿇어서 제가 바로 112에 신고하고…. 아이 아빠(코치) 오면 이제 칼부림하고 다 난리 나니까, 다 죽으니까 빨리 이거 조치해야 한다고 저한테 그런 식으로까지 (수영부 감독인 코치 부인이) 얘기했거든요. 경찰 출동해서 그 000이 데리고 갔거든요.] [전 초등학교 수영 코치(2017년) : 죽을죄를 지었다고…. 형이 이렇게 무릎 꿇고 너한테 한다. 내가 이렇게 누구한테 무릎 꿇고 해 본 적 없어. (그러니까 저한테 하지 마시라니까요.) 무릎 꿇고 반성한다고…. (저한테 하지 마시라고요) 진짜 미안하다, 무조건 미안하다. 무조건 잘못했다고, 그건 다 내 잘못이라고….]

A related case in which time was delayed due to difficulties in obtaining physical documents after the swim coach changed address was handed over to trial two years after the prosecution’s investigation.

Four charges apply to swim coaches: child abuse, special assault, and injury.

It seems that a new full investigation by the educational authorities seems necessary, which has not taken any action during the two years since it raised the problem of the victims until the investigation by the Prosecutor’s Office.
