Something really strange is happening in a public rental apartment converted to sales in Gunsan, Jeollabuk-do.

A public rental apartment in Gunsan, Jeollabuk-do.

It is an apartment I moved into in 2014, but when it rains the water drips everywhere.

There are cracks throughout the building and the exterior wall falls off even if you touch it with your bare hands.

The elevator breakdown is no longer surprising.

[아파트 입주민 : 한 18층까지 어르신들이랑 아이들이 오르락내리락하면서 참 힘들었거든요. (며칠 정도 멈춰 있었어요?) 승강기가 한 10~12일 정도 멈춰 있었거든요. (12일?) 네.]

Residents note that this side effect occurred in the process of taking over the rental business from a poor construction company.

[아파트 입주민 : (비어있는 집 관리비는) 건설사에서 내야 하는데 건설사에서 납부를 안 하니까 세대에서 나눠서 내고 있어요. 그래서 그거로 운영하다 보니 관리사무소 운영도 계속 구멍이 나는 거고….]

The construction company that originally built the apartment sold more than 900 apartment complexes to the current developer with a capital of 500 million won in 2018 prior to the sale.

Since then, since the local government requirements were not met, the pre-sale began and about 200 households abandoned their dreams of building my own house and left the apartment.

Many of the homes evicted at that time did not receive their deposits from construction companies and were only able to obtain relief through the Urban and Housing Guarantee Corporation.

So far, the security deposit refunded by the Housing and Urban Guarantee Corporation on behalf of the construction company is 17 billion won on this apartment alone, and more than 23 billion won nationwide.

The Urban and Housing Guarantee Corporation has taken follow-up measures, such as the seizure of bank books against construction companies, but recovering damages is not easy.

Furthermore, amid such confusion, construction companies are even suspected of continuing the apartment rental business even after signing a mortgage trust agreement with a trust.
