An estimated 200,000 applicants from the National Employment Support System, which provides 3 million won per person, to vulnerable groups such as low-income job seekers, youth, and women with career interruptions. A month has passed since the system was implemented. This year, the project budget is 590,000 people. Amid the employment shock caused by Corona 19, applications for subsidies are plummeting and there is a possibility that the budget will run out early and business will be disrupted.

According to the Ministry of Employment and Labor on the 7th, the number of applicants to the national employment support system was 199,000 as of day 3. The Ministry of Employment and Employment is paying the first job search promotion fee (500,000 won) to 6,3,400 people after reviewing 75,000 of them. An official from the Employment Ministry said: “The eligibility recognition rate compared to applicants is expected to be around 70-80% based on the trend so far.”

The National Employment Support System is a “Korea Unemployment Assistance” system that provides job search expenses and personalized employment support services to people with certain qualifications, such as low-income job seekers. There are two types of support: 1 to receive a total of 3 million won for a job promotion (live support) for 6 months each for 500,000 won, and 1 to receive employment support services and 2 to receive employment expenses ( up to 1,954,000 won) based on employment support services and divided into types.

Specifically, among job seekers ages 15 to 69, low-income families (with assets of less than 300 million won) who have work experience and whose household income is less than 50% of the median income (approximately 910,000 won per person, approximately 2.44 million won per person) are eligible for support. A total of 590,000 people are assigned to apply this year, 400,000 for Type 1 and 190,000 for Type 2. For young adults (ages 18 to 34), the income requirement for Type 1 is 120% or less of median income, and there is no requirement for type 2.

However, there are concerns that the project could be suspended due to a lack of budget, as requests for more than 30% of this year’s target are saturated within a month of implementation. The reason why the number of applications exceeds the government’s expectations is that the difficulties in finding employment are severe due to the employment impact caused by Corona 19. However, some point out that this is due to the requirements for payments Grants that exclude income and property standards are too lax and are recognized as a kind of Corona 19 disaster grant rather than promoting job search.

For Type 1, where a total of 3 million won can be received, “work experience for 100 days or 800 hours in the past two years” is an application requirement. The intention is to judge that you are willing to find a job if you have only worked for about 3 months in the last two years. Young men and women with career breaks do not need to have work experience. The government, as well as the government, will verify whether or not job search activities have been carried out at least twice a month based on the employment plan submitted by the applicant, but the employees of the Ministry of Labor complain that the administration energy is insufficient due to lack of relevant personnel. In addition, it is decided to recognize participation in market research and related education as a result of job search or start-up preparation activities.

The problem is the budget. The government estimates that 400,000 people will be paid for job search promotion (3 million won per person) this year, and the related budget is 828.6 billion won. Considering that 200,000 people turned out in droves last month, the target number may be exceeded during the first quarter. In this case, it is necessary to draw up a separate budget, such as the formation of an additional budget, but there is a possibility that the project will be stopped if the financial supply is not provided in a timely manner.

Among these, the Ministry of Employment and Employment plans to increase the amount of the subsidies from 500,000 won per person per month. In this year’s work report, the Employment Ministry announced that it would assess operating performance in the first half of the year, ease income requirements and review increased allowances in the second half.
