Currently, district unit plans under the National Territory Planning Act include a type that can be developed for mixed use combining residential and commercial functions in a station area, but can only be designated for quasi-residential, semi-industrial areas and commercial, excluding general residential areas in the station area where active housing can be supplied. there were.

In addition, there was a limit for the high-density development of the station area because the general residential area could only reduce the proportion of floor area by up to 400-500% according to the law.

Accordingly, in the revised bill, the floor area ratio can be reduced by up to 700% when the general residential area is included in the designation target for station area development and the general residential area is changed. to a quasi-residential area. Accordingly, about 100 places, 33% of the Seoul subway station area, such as Sadang station, Suseo station and Yongsan maintenance window, are being discussed as beneficiary areas.

Furthermore, in order to increase the surface ratio in quasi-residential areas, it was possible to increase the height limit to ensure mining, etc. according to the Building Law up to two times so that there are no problems in the application of the correct sunlight.

Instead, due to the increase in the value of the land that is expanding due to the reduction of the proportion of floor area, the donation was behind in public rental housing (a fee determined by the ordinance).

This amendment will enter into force three months after the date of its promulgation, and local governments such as the Seoul Metropolitan Government will implement the matters mandated by the ordinance before its implementation.

Consequently, it is decided to actively use the growth management plan introduced in 2014 to avoid difficult development in non-urban areas and to allow the location of factories and manufacturing establishments only when local governments have established growth management plans in the future in planned management areas with the greatest concern for difficult development. did.

Instead, considering the period of time that local governments need to establish a growth management plan and the degree of development pressure by region, each local government decided to implement it with a differential grace period of 3 to 7 years from the date of promulgation.
