While child abuse research has shifted to core organizations since last year, some noted that the number of civil servants in charge of some of Busan’s core organizations has not reached the appropriate scale and that professional improvement is needed.
According to the City of Busan on the 9th, in accordance with the revised Child Welfare Law and the Punishment Law for Child Abuse, child abuse investigations have been transferred from existing private agencies to local governments since October last year.
It is a measure to strengthen the publicity of child abuse investigations as one of the current government’s child policies.
In accordance with the standards recommended by the Ministry of Public Administration and Security, Busan’s basic organizations have assigned public officials dedicated to child abuse.
However, five of Busan’s 16 districts and counties have dedicated civil servants that are less than the standard workforce.
Haeundae-gu has 5 recommended people, but only 3 are currently deployed, Busanjin-gu has only 5 of 6, and Dongnae-gu only 2 of 4.
Dong-gu and Gijang-gun are also assigned one less than the recommended two and three, respectively.
These local governments stated that the Ministry of Public Administration and Security did not lower the budget for personnel expenses of the relevant public officials, thus breaching the recommended standards.
The number of people recommended by the Ministry of Public Administration and Security was calculated based on the average number of complaints from 2016 to 2018, but it is reported that there are cases in which the number of complaints of minors that recently increased requires more than the standard by dedicated public officials.

Complaints from public officials engaged in child abuse due to lack of manpower are considerable.
A dedicated public official said: “To meet witnesses, acquaintances, perpetrators, victims, etc., and conduct an investigation comparable to the investigation, requires considerable manpower and we are waiting all day because we do not know when the receipt will be received. report”.
“I know there are many cases of investigation by bus or own vehicle because there is no vehicle arrangement for investigative staff and there is no vehicle support available,” said Jo Yoon-young, director of the Busan Social Welfare Center (Children’s Foundation ), an expert on child abuse.
Some point out that the capacity of dedicated public servants needs to be further strengthened.
Although employees assigned as dedicated public servants primarily have experience working in social welfare positions, most of them lack specific experience with children.
There are also cases where child abuse and counseling were put into practice without further education.
As a result, the staff of private institutions, who were previously in charge of child abuse work, go to the field with the request of public officials to investigate.
Director Jo said: “Child abuse has a very wide scope, such as sexual abuse, neglect and physical abuse, and can often only be judged after a long period of education and experience. In the private setting, the counselor receives 100 hours of professional training and After at least six months of training, I was able to attend a case, and now public officials have this empty process, “he said.
“Children are unable to make statements, and even if they are abusive parents, children are afraid of being separated from their parents, so the ability to actively extract words from strangers is very important.” There are so many subtleties that a civil servant should not judge, and the number of personnel should be increased so that the team can judge as a whole, so the minimum equipment system should be increased.
