[사회][단독] Jeju ‘high-tech’ coastal border equipment? … “I only see blurred spots”

[앵커]

Police spent 24.6 billion won to install thermal video surveillance equipment in the major coastal areas that line the Jeju coast.

It means that we will accurately identify ships in distant seas, but as a result of YTN’s coverage, it turned out that the performance was poor, unlike the company’s original proposal.

The auditor initiated an investigation.

A peak near Jeju port where you can see the Jeju Sea.

The 10 m high pylon is equipped with a thermal imaging equipment, TOD.

It is a device that can identify congestion of ships and even crew members in distant seas day and night by using infrared rays.

It’s a costly TOD of over 270 million won per unit.

The Jeju Provincial Police Agency spent 24.6 billion won last year and installed a total of 12 along the coast.

Its purpose is to fill the gap between the coastal limits caused by the abolition of the Ui economy.

The manufacturer is LG CNS.

What about the actual performance?

This is the final police and manufacturers performance appraisal video secured by YTN.

People walk from about 400 meters away, but only movement is barely visible.

The situation of observing the sea is more serious.

The blurred dotted line floats, but if it doesn’t move occasionally, it could be a ship.

Even the images taken from different locations have only the difference in the size of the light, but the quality is poor.

This is a proposal submitted by LG CNS to the Jeju office.

It is written that it is possible to recognize people from 5 km away, regardless of day or night, and to recognize and distinguish ships outside of 15 km.

Why is there a difference between the proposal and the actual performance?

The Jeju office blamed the weather.

[제주지방경찰청 관계자 : 그날 이제 대기상의 해무라든가 이런 게 있으면 품질이 좀 떨어질 수 있고요. 영상은 날씨나 기후 영향을 많이 받고요.]

LG CNS explained that there is no other option but to differentiate itself from the actual monitoring performance because the separate video settings are not set according to the weather on the day of the final evaluation.

However, the assessment of the police coast guards in charge of operating TOD is different.
