With the spread of a new cluster coronavirus infection (Corona 19) infection in correctional facilities across the country targeting the East Seoul Detention Center (hereinafter referred to as the East Detention Center), the Ministry of Justice officially apologized on the 31st and proposed a future countermeasure.
Before the briefing on the current situation and group infection countermeasures in correctional facilities, Vice Minister of Justice Lee Yong-gu said, “I would like to express my sincere regret for causing concern to the public regarding the infection outbreak. group of patients confirmed with crown 19 “.
For the first time in a month after the first corona19 confirmed in the eastern detention center on the 27th of last month, a senior official from the Ministry of Justice announced measures for Corona 19 in prisons and apologized for the situation of collective infection .
Although there were almost 800 confirmed cases in the eastern detention center alone, Justice Minister Chu Mi-ae, who is in charge of correctional facilities, conducted the first on-site inspection just the day before, and there are criticisms that the Easy response from the Ministry of Justice led to a large-scale group infection.
The Ministry of Justice decided to raise the social distancing of prisons to three stages for two weeks before the 13th of next month in relation to future countermeasures. During this period, interviews, work, and education were completely restricted, and interviews with lawyers were also limited.
To minimize contact between inmates and reduce prison density, the Eastern Detention Center also decided to consider additional transfers. The Dongbu Detention Center previously transferred 345 asymptomatic and mildly confirmed patients to the North Gyeongsangbuk-do Second Prison, and 301 unconfirmed prisoners who were negatively determined to be transferred to other correctional facilities such as Seoul South Prison.

Therefore, infectious disease experts emphasized that how much density can be reduced is the key to preventing more group infections. Due to the nature of correctional facilities, several people live together for 24 hours in a living room, and if there is a single infected person among them, it can be exposed to all and lead to a group infection.
Kim Nam-jung, professor of infectious medicine at Seoul National University Hospital, said: “In principle, one room is per person, and if it is really difficult, group infection can be prevented if the person is allowed to live. minimum number of people “.
Eom Joong-sik, professor of infectious medicine at Gachon University Gil Hospital, said: “If conditions are not available, it would be more efficient to gather asymptomatic and mildly confirmed patients to ensure as much space as possible and to disperse negative receptors as much as possible”.
He noted that there are limitations to the gene amplification test (PCR), so you shouldn’t blind yourself to this. In the incubation period, even if a PCR test is performed, it is impossible to detect this, so even a detainee who has a negative result must be isolated for a considerable period of time to be classified as a negative positive patient.
In fact, 17 of the prisoners who were transferred to other correctional facilities after receiving negative tests twice at Dongbu Detention Center were also confirmed for Corona 19 at the place where they were transferred.
Prof. Eom explained: “Because each person has different incubation periods, you cannot be sure that they have received a negative test and should be classified as receptor negative after enough time of quarantine observation to reduce risk.”
