The day after Deputy Justice Minister Lee Yong-gu visited the East Seoul Detention Center to verify the outbreak of a new group coronavirus infection (Corona 19), a detainee confirmed by COVID-19 is known to have left the prison cell and started a riot at the East Detention Center.

According to law enforcement officials on the 28th, some prisoners who were confirmed by Corona 19 at the Seoul East Detention Center on the 21st left the prison room. The inmate was in a quarantine building at the Seoul East Detention Center, where it was reported that the prison door was forcibly opened and he stepped out. However, it is known that he was immediately suppressed without leaving the containment building.

On the 21st, when the ‘inmate riots’ occurred, it was the day after Vice Minister Lee visited the East Detention Center in Seoul to urgently inspect the corona group for infection. From November 27 to December 16, the East Seoul Detention Center began a full inspection on the 18th after 17 people, including employees, were diagnosed with Corona 19. As a result, it was revealed that another 185 people were confirmed with Corona 19.

At the time, Vice Minister Lee emphasized the importance of blocking the influx of Corona 19 in relation to the admission procedure for new prisoners, and requested that the company do everything possible to stabilize the situation in Corona 19. But the next day, Prisoner riots broke out.

An official from the Ministry of Justice said: “In the detention center, the shock of the prisoners unfolds as usual.” However, another official from the legal profession said, “There was a prison riot at the Seoul East Detention Center on the 21st and an information report was uploaded to the Ministry of Justice.”

Detainees have reportedly complained that the Ministry of Justice has not responded adequately to the outbreak of the prison infection. In addition to the existing medical staff, the East Seoul Detention Center has urgently hired private medical staff after the massive infection, but the rate of increase in the number of confirmed cases was too rapid, with the majority of cases reported as confirmed did not take any action other than quarantine in the detention room.

There is criticism from within and outside the legal profession that the Ministry of Justice has not responded adequately to the massive infection in detention centers. The Seoul East Detention Center carried out a full inspection of employees and detainees just three weeks after the first confirmed case occurred on 27 last month. Corona 19 has already confirmed hundreds of people. The Ministry of Justice established an on-site countermeasures headquarters at the East Seoul Detention Center on the 19th, when Corona 19 was already spreading out of control inside the detention center.

Some point out that the Ministry of Justice did not respond adequately to the massive infection at the detention center because it was engrossed in shooting at Attorney General Yoon Seok-yeol. On November 27, when the first confirmed cases were released at the East Detention Center, Justice Minister Chu Mi-ae demanded disciplinary action against President Yun and issued an order suspending his duties. Subsequently, Minister Chu continued to send messages about the filming of General Yoon and the reform of the prosecution, but did not send any messages about the mass infection in the detention center. It was the first time on the 15th that the Ministry of Justice made the first public announcement of the collective infection of the Eastern Detention Center.

As of the 27th, the number of confirmed corona19 cases related to the Seoul East Detention Center increased to 528. There are 486 inmates, 21 employees, and 21 family members and acquaintances. It is the fourth largest infection in history as a confirmed corona 19 infection in Korea.

Consequently, the Ministry of Justice decided to transfer the prisoners confirmed by crown19 from the East Seoul Detention Center to the North Gyeongsang Second Prison in Cheongsong, Gyeongsangbuk-do. This is because the second prison in North Gyeongsang province has many private rooms, making it easier to isolate the prisoners confirmed by crown 19. The exact transfer scale has not been revealed, but they are known to transfer around than 400 people excluding the elderly and those with underlying illnesses. The Justice Ministry said it would completely block the infection in the local community, but protests continue in the Cheongsong area.
