On the 28th, the Land, Transportation and Transportation Committee of the National Assembly will reconsider the adoption of the progress report of the staff hearing for candidate Byeon Chang-heum from the Ministry of Land, Infrastructure and Transportation. In addition, the Democratic Party is in the position that “there is no reason for disqualification”, but the force of the people is calling for the voluntary resignation, saying, “I will go to the judicial process when the appointment is fulfilled” (Ho-Young Joo, Representative of the People’s Power of the Chamber on the 24th). It means he will take prosecution at the party level in connection with the perjury controversy at hearings over customary arrears and the suspicion of preferential hiring of acquaintances during the reelection of the president of the Seoul Urban and Housing Corporation (SH).

However, the Democratic Party, which occupies 18 of the 30 members of the National Assembly’s land committee, can re-approve the hearing report only if it so decides. This is because the requirement for adoption is majority attendance and majority approval of registered members. Even if the adoption fails, President Moon can enforce the appointment. In that case, candidate Byun becomes the 26th ministerial figure appointed by President Moon Jae-in without the consent of the opposition party. So far, 23 people were forced to name while the adoption of the National Assembly hearing report was unsuccessful, and for two, the Democratic Party adopted the report alone.

The unilateral appointment of a minister began in June 2017 when Kim Sang-jo was the chairman of the Fair Trade Commission. At the time, the Future Integration Party (currently the people’s power) raised suspicions of hiring former President Kim’s preferential teacher job and refused to adopt the hearing report, but President Moon granted the letter of appointment. That year, Foreign Minister Kang Kyung-hwa and Defense Minister Song Young-moo were appointed consecutively without approving a hearing report, and this year’s appointment of Justice Minister Chu Mi-ae , was the same.

The report of the hearing of the director of the National Intelligence Service, Park Ji-won, and the Minister of Unification, Lee In-young, was adopted only by the Democratic Party in July, with the members of the Intelligence Committee of the Integration Party Futura and the Foreign Communications Committee absent. With the advent of the 21st National Assembly (174 Democratic Party seats), the Democratic Party held a majority of all standing committees, eliminating the possibility of misappropriation of the hearing report. The number of forced appointments of 25 ministers is the highest since the Roh Moo-hyun administration (July 2005), which broadened the issue of ministerial hearings at the ministerial level. Previously, there were 3 Roh Moo-hyun administrations, 17 Lee Myung-bak administrations and 10 Park Geun-hye administrations. One of the three elected legislators of the people’s power criticized him saying: “It is the level of combining the mandatory appointments of the two conservative regimes, and it shows the self-righteousness of President Moon.”

The appointment has been repeated throughout Moon Jae-in’s administration, but politicians say: “The atmosphere is different this time.” This is because the recent negative public opinion against President Moon has not been serious. Attorney General Yoon Seok-yeol’s disciplinary provision, which was approved by President Moon, caused a headwind by citing the Seoul Administrative Court’s request for a stay of execution, and a controversy recently emerged over procrastination of the corona 19 vaccine. In various opinion polls, President Moon’s approval rating fell to the 30% range and is in decline.

The fact that the candidate Byeon, successor to the political position, provoked various controversies in a situation in which the real estate situation, the Achilles heel of the Achilles heel of the Moon Jae-in government, did not show any signs, is an assessment which raised the burden of government. Candidate Byun came up with rumors about Kim Mo-gun, a non-regular worker who died while repairing the screen door of Guui station on subway line 2 four years ago, saying it was due “to his carelessness” and that he suspected of the frequent arrears in fines and the connection of the eldest daughter with Yale University in the United States. I was in trouble at the hearing due to suspicion of dad’s opportunity.

Furthermore, when candidate Byeon received a credit card loan in 2006 and bought an apartment in Bangbae-dong, Seoul, it became known that “the capacity of real estate policy is also questionable” (people in power of the people) continue to protest. On the 24th, the Justice Party also adopted the party’s argument that Byeon was not eligible.

A key official of the people’s force said: “If even the nomination of candidate Byeon is enforced, President Moon’s lame duck, which began with the defeat of President Yoon’s discipline, will accelerate.” The power of the people, members of the Ministry of Land, Infrastructure and Transportation are scheduled to issue a statement saying: “President Moon should directly withdraw the nomination of candidate Byeon” just before discussing the adoption of the hearing report tomorrow by the morning.
