The metropolitan area is an exception. Not only restaurants, but all private gatherings of 5 or more people are prohibited. Violation of the collective prohibition order is subject to a fine of up to 3 million won or a claim for redress.

In addition, winter sports facilities such as ski resorts, snow toboggan runs and skating rinks, which are crowded in winter, have been suspended, and sunrise spots such as Gangneung Jeongdongjin, Ulsan Ganjeolgot have also been closed. and Pohang Homigot. The winter sports facilities that have been suspended are 16 ski resorts nationwide, 35 ice rinks and 128 snow sledding sites.

In order to minimize movement between regions through travel and tourism, reservations for accommodation facilities, such as hotels and guest houses, are allowed within 50% of the rooms. Parties organized in accommodation facilities were also completely banned.

Regarding religious facilities, the 2.5-stage measures that apply only to the existing metropolitan area have been extended to the entire country.
